Lieutenant Matthew C. Greger, United States Navy Reserve, distinguished himself by exceptionally meritorious service as an Intelligence Policy Advisor, United States Military Delegation (MILDEL) to the North Atlantic Treaty Organization (NATO) Military Committee, NATO Headquarters, Brussels, Belgium, from July 1, 2022 to September 30, 2022. During this period, LT Greger demonstrated superb expertise while performing Intelligence duties during an unprecedented expansion of the Alliance and bridging the permanent position of Intelligence Planner during a critical shortfall. He led and presented 10 operations and intelligence briefings to the Military Representative, Supreme Headquarters Allied Powers Europe liaison officers, and NATO HQ Joint Staff. LT Greger participated in four Military Committee Working Groups for Intelligence and drafted notes for five Military Committees, one North Atlantic Council, and one Military Committee Conference attended by the Chairman of the Joint Chiefs of Staff. He also delivered 22 intelligence related Department of Defense and Department of State information reports to the Military Representative over a 12 week period. LT Greger coordinated with the Judge Advocate General for the screening and release of 1,355 documents for the Kosovo Special Proscecutor's Office after screening by the NATO HQ International Military Staff. The distinctive accomplishments of Lieutenant Greger reflect credit upon himself, the United States Navy Reserve, and the Department of Defense.

A dynamic mentor, Chief Jackson recognized the importance of continuing education to the Navy mission and encouraged his subordinates and peers to explore off-duty education options. Consequently, more than fifty percent of his division are currently enrolled in some type of advanced education. A true citizen-warrior, he has devoted much time and effort to improving his neighborhood and surrounding community. He maintains qualifications as Duval County Medical Reserve Corps member, and is a nationally registered Emergency Medical CareTechnician.
