PROFESSIONAL ACHIEVEMENT IN THE SUPERIOR PERFORMANCE OF HIS DUTIES WHILE SERVING AS EDUCATIONAL SERVICES OFFICER (ESO), NOSC GREENVILLE, FROM JULY 2015 TO MARCH 2018. HE SPENT COUNTLESS HOURS PREPARING WORKSHEETS, MENTORING SAILORS, AND ENSURING THAT 100 PERCENT OF EXAM ELIGIBLE SAILORS WERE ABLE TO TAKE THEIR EXAM. HIS DILIGENT EFFFORTS PLAYED A DIRECT ROLE IN THE ADVANCEMENT OF NOSC SAILORS AND LAUNCHED OVER 50 SENIOR PETTY OFFICER CAREERS. BY HIS EXCEPTIONAL ABILITY, PERSONAL INITIATIVE AND TOTAL DEDICATION TO DUTY, CHIEF PETTY OFFICER GAGNON REFLECTED CREDIT UPON HIMSELF AND UPHELD THE HIGHEST TRADITIONS OF THE UNITED STATES NAVAL SERVICE.




MERITORIOUS SERVICE WHILE SERVING AS TRAINING DEPARTMENT HEAD, COMMAND CAREER COUNSELOR, AND EDUCATIONAL SERVICES OFFICER AT NAVAL OPERATIONAL SUPPORT CENTER CHEYENNE FROM 01 AUGUST 2012 TO 30 SEPTEMBER 2013. PETTY OFFICER SAILOR LED A NEWLY ESTABLISHED, FULLY QUALIFIED CAREER DEVELOPMENT TEAM TO COMPLETE OVER 120 HOURS OF CDT TRAINING, RESULTING IN INCREASED SELRES CAREER AWARENESS AND TWO RETENTION EXCELLENCE AWARDS. HE SUPERVISED AND TRAINED 7 SELRES UNIT TRAINING PETTY OFFICERS, DEVELOPED AN EFFICIENT ORDER WRITING SYSTEM, AND ENSURED THE ACCURATE USE AND EFFICIENT DISTRIBUTION AND MANAGMENT OF A TRAINING BUDGET OF OVER $500,000. IN ADDITION, HE ESTABLISHED THE COMMAND'S FIRST BMR STUDY PROGRAM WHICH DRAMATICALLY INCREASED SAILORS' KNOWLEDGE AND INCREASED COMMAND ADVANCEMENTS BY 30 PERCENT. BY HIS WISE JUDGEMENT AND COMPLETE DEDICATION TO DUTY, PETTY OFFICER SAILOR REFLECTED CREDIT UPON HIMSELF AND UPHELD THE HIGHEST TRADITIONS OF THE UNITED STATES NAVAL SERVICE.




MERITORIOUS SERVICE WHILE SERVING AS EDUCATIONAL SERVICES OFFICER, FIELD MEDICAL SERVICE TECHNICIAN, AND REGIMENT EFMFWS COORDINATOR, 7TH ENGINEER SUPPORT BATTALION, 1ST MARINE LOGISTICS GROUP, I MARINE EXPEDITIONARY FORCE FROM APRIL 2012 TO SEPTEMBER 2015. PETTY OFFICER WHITE ADMINISTERED THREE NAVY-WIDE ADVANCEMENT EXAM CYCLES TO OVER 800 SAILORS WITH ZERO DISCREPANCIES, PRODUCING 78 ADVANCEMENTS AND SELECTION OF 69 FIRST CLASS PETTY OFFICERS AS BOARD ELIGIBLE, AND A 30 PERCENT ADVANCEMENT RATE WHICH EXCEEDED THE NAVY'S AVERAGE. WHILE DEPLOYED TO HELMAND PROVINCE, AFGHANISTAN, HE LED FIVE SAILORS TO SUPPORT 268 MARINES DURING 65 COMBAT LOGISTICS PATROLS, ENDURING FOUR IED EXPLOSIONS AND ONE VEHICLE ROLLOVER. HE EXPEDITIOUSLY TREATED 11 CASUALTIES, CONDUCTED 15 PRIMARY ASSESSMENTS, AND ORGANIZED THREE MEDICAL EVACUATIONS RESULTING IN ZERO LOSS OF LIFE. AS REGIMENT EFMFWS COORDINATOR, HE LED NINE UNIT COORDINATORS IN CONDUCTING PRACTICAL AND WRITTEN EXAMS WHICH PRODUCED 72 WARFARE QUALIFICATIONS AND IMPROVED QUALIFICATION AND PROFESSIONAL KNOWLEDGE FOR THE REGIMENT. PETTY OFFICER WHITE'S ENTHUSIASM, PROFESSIONALISM, AND UNWAVERING DEVOTION TO DUTY REFLECTED CREDIT UPON HIMSELF AND WERE IN KEEPING WITH THE HIGHEST TRADITIONS OF THE MARINE CORPS AND UNITED STATES NAVAL SERVICE.
