Meritorious service while serving as Sensitive Activities Cell Chief, Special Operations Task Force - North, Marine Special Operations Company F, 2d Marine Raider Battalion, Marine Raider Regiment from December 2017 to February 2018. During this period, Staff Seargeant Carter served in critical roles for his company, fulfilling multiple billets of responsibility above his grade in support of Foreign Internal Defense in Lebanon and combat operations in Iraq in support of Operation Inherent Resolve. While deployed in Lebanon, Staff Sergeant Carter advised a regimental intelligence section, driving reconnaisance operations to support the Lebanese Armed Forces. Additionally, Staff Sergeant Carter oversaw all sensitive activities in the Special Operations Task Force - North area of responsibility, responsible for over 1.3 million dollars in support of Special Operations to combat terrorism. Furthermore, Staff Sergeant Carter conducted nine controls as a Joint Terminal Attack Controller supporting the Iraqi Army's ability to maintain momentum during offensive operations in the clearance of Mosul where he was wounded by an enemy 120mm mortar. By his noteworthy accomplishments, perserverance, and devotion to duty, Staff Sergeant Carter reflected credit upon himself and upheld the highest traditions of the Marine Corps and the United States Naval Service.
