FOR MERITORIOUS SERVICE AS THE ACTING DIRECTOR OF OPERATIONS FOR THE OFFICE OF NAVAL RESEARCH GLOBAL FROM FEBRUARY 2020 TO OCTOBER 2021. DURING THIS PERIOD, IN PREPARATION FOR THE FY21 COMMAND INSPECTOR GENERAL INSPECTION AND MANAGERS' INTERNAL CONTROL PROGRAM, CAPTAIN LEAHEY WORKED TIRELESSLY TO DEVELOP AND IMPLEMENT ESTABLISHED COMMAND POLICY AND PROCEDURES. IN AN EFFORT TO REVITALIZE A FADING MISSION SUPPORT PROGRAM, HE SPEARHEADED THE EXTENSIVE PREPARATION OF DIRECTIVES AND THE EXHAUSTIVE REVIEW AND ASSESSMENT OF CRITICAL RISKS, ENSURING ASSIGNED PERSONNEL WERE FULLY PREPARED AND EQUIPPED TO ACCOMPLISH THEIR MISSION. HIS OUTSTANDING INITIATIVE AND FORESIGHT RESULTED IN A FINAL IG REPORT WITH ZERO FINDINGS AND A SUCCESSFUL MIC-P CERTIFICATION. CAPTAIN LEAHEY'S EXCEPTIONAL PROFESSIONALISM, PERSONAL INITIATIVE, AND LOYAL DEVOTION TO DUTY REFLECTED GREAT CREDIT UPON HIMSELF AND WERE IN KEEPING WITH THE HIGHEST TRADITIONS OF THE UNITED STATES NAVAL SERVICE.




MERITORIOUS SERVICE WHILE SERVING AS INSTRUCTOR AND COURSE SUPERVISOR AT THE CENTER FOR SURFACE COMBAT SYSTEMS (CSCS) DETACHMENT EAST FROM 22 APRIL 2020 TO 15 JULY 2023. DURING THIS PERIOD, GMC GOMERACH DEDICATED MORE THAN 800 HOURS TO TEACHING THE COURSES OF MAGAZINE SPRINKLER OPERATOR, MAINTENANCE AND REPAIR, MAGAZINE SPRINKLER INSPECTOR, AND LIGHTWEIGHT AIRBORNE MULTI-PURPOSE SYSTEM FOR TORPEDOS TO 900 STUDENTS, IMPROVING THE READINESS CONDITION OF VITAL SHIPBOARD ORDNANCE COMPONENTS. IN ADDITION, HE ASSISTED WITH THE CORRECTION OF THE PPM PROGRAM WHILE CORRECTING 365 ERRORS WITH PHYSICAL ASSETS AND THE DEFENSE PROPERTY ACCOUNTABILITY SYSTEM (DPAS), LEADING TO THE FIRST EVER CSCS DOMAIN SATISFACTORY SCORE DURING THE MANAGERS INTERNAL CONTROL PROGRAM INSPECTION (MICP). CHIEF PETTY OFFICER GOMERACH'S EXCEPTIONAL PROFESSIONALISM AND SELFLESS DEVOTION TO DUTY REFLECTED CREDIT UPON HIMSELF AND UPHELD THE HIGHEST TRADITIONS OF THE UNITED STATES NAVAL SERVICE.




PROFESSIONAL ACHIEVEMENT IN THE SUPERIOR PERFORMANCE OF HIS DUTIES WHILE SERVING AS INSTRUCTOR, CENTER FOR SURFACE COMBAT SYSTEMS DETACHMENT WALLOPS ISLAND, VIRGINIA FROM MARCH 2019 TO AUGUST 2022. OS1 FRANCIS P. OGLEBY'S UNMATCHED LINK AND IDENTIFICATION EXPERTISE AND EXPERIENCED LEADERSHIP WERE VITAL TO THE TRAINING OF 388 OFFICERS AND 872 ENLISTED SAILORS COMPLETING 1122 INSTRUCTIONAL HOURS THROUGH 16 AEGIS COMBAT INFORMATION CENTER TEAM TRAINERS, 13 COMBAT DIRECTION CENTER TEAM TRAINERS, AND FIVE BFTT OPERATOR PROCESSOR CONSOLES, DIRECTLY IMPROVING THE FLEET READINESS OF 33 SHIPS. ADDITIONALLY, AS THE SAFETY OFFICER, HE SKILLFULLY LED THE COMMAND THROUGH THE ANNUAL MANAGERS INTERNAL CONTROL PROGRAM SAFETY INSPECTION, RESULTING IN AN OVERALL SCORE OF 95 PERCENT. BY HIS EXCEPTIONAL ABILITY, PERSONAL INITIATIVE AND TOTAL DEDICATION TO DUTY, PETTY OFFICER OGLEBY REFLECTED CREDIT UPON HIMSELF AND UPHELD THE HIGHEST TRADITIONS OF THE UNITED STATES NAVAL SERVICE.
