HE TRAINED 23 BELIZE SPECIAL BOAT TEAM MEMBERS, 31 LA BRIGADA DE INFANTERIA DE MARINA, AND NAVY MEMBERS OF EL SALVADOR AND DEVELOPED STANDARD OPERATING PROCEDURES FOR THEM IN THE FIELDS OF FORMATIONS, RIVERINE TACTICS, INSERTS/EXTRACTS, TOWS, MAN-OVERBOARD PROCEDURES, HIDES, CONTACT DRILLS, VBSS, PERSONNEL SEARCHES, INTERDICTIONS, AND WEAPONS HANDLING. PETTY OFFICER SELTZER WAS THE FIRST RIVERINE TEAM MEMBER TO GO TO PUERTO BARRIOS TO DEVELOP RIVERINE CAPABILITIES FOR THE BIM AND ESTABLISHED A FOUNDATION FOR FUTURE COOPERATION. DISPLAYING EXEPTIONAL LEADERSHIP, OUTSTANDING RESOURCEFULNESS, AND SUPERIOR PERFORMANCE, PETTY OFFICER JORGENSON LED AN EIGHT-MAN TEAM IN PERFORMING JOINT COMBINED EXERCISE TRAINING (JCET). THIS TRAINING INCLUDED MULTIPLE NAVAL SPECIAL WARFARE (NSW) LESSONS AND TACTICS IN VISIT, BOARD, SEARCH, AND SEIZURE (VBSS), LONG RANGE MARITIME INTERDICTION OPERATIONS, NAVIGATION, BOAT HANDLING AND FORMATIONS, AND MAINTENACE PRACTICES. BY HIS UNSWERVING DETERMINATION, WISE JUDGEMENT, AND COMPLETE DEDICATION TO DUTY, PETTY OFFICER JORGENSON REFLECTED CREDIT UPON HIMSELF AND WERE IN KEEPING WITH THE HIGHEST TRADITIONS OF THE UNITED STATES NAVAL SERVICE.
PROFESSIONAL ACHIEVEMENT WHILE SERVING AS CG04 WORKCENTER SUPERVISOR ABOARD USS FORD (FFG-54) FROM AUGUST 2011 TO SEPTEMBER 2014. PETTY OFFICER MATTHEWS PERFORMED HIS DUTIES IN AN EXEMPLARY AND HIGHLY PROFESSIONAL MANNER. HE LED THREE PERSONNEL IN THE COMPLETION OF 240 PREVENTATIVE AND 11 CORRECTIVE MAINTENANCE ACTIONS, EARNING CG04 A RECORDED ACCOMPLISHMENT RATE (RAR) OF 99.3 PERCENT. ADDITIONALLY, HE DEDICATED OVER 180 HOURS TO ORGANIZING VBSS EQUIPMENT, ESTABLISHING AND DOCUMENTING PROCEDURES, AND CREATING A QUALIFICATION AND TRAINING BINDER. HE FACILITATED TRAINING FOR 13 VBSS PERSONNEL THAT ENSURED THE TEAM'S READINESS IN BOTH DAY AND NIGHT DEFENSIVE TACTICS, SHIPBOARD TEAM CLOSE-QUARTERS COMBAT, AND INSERTION AND EXTRACTION TECHNIQUES. WHILE DEPLOYED WITH THE USS CARL VINSON BATTLE GROUP, HE SAFELY PLANNED AND EXECUTED 21 HIGH RISK TRAINING EVOLUTIONS, TRAINED 32 JUNIOR TECHNICIANS IN CARRIER FLIGHT DECK OPERATIONS, AND PLAYED A KEY ROLE IN DEVELOPING A DETAILED BATTLE GROUP FORCE PROTECTION AND SWIMMER ATTACK TRAINING PACKAGE IN SUPPORT OF BATTLE GROUP FORCE PROTECTION. AS A RECOGNIZED EXPERT IN HIS FIELD HE WAS SELECTED TO INTEGRATE WITH THE BATTLE GROUP'S NSW STRIKE TEAM PROVIDING SECURITY EXPERTISE FOR TWO HVBSS OPERATIONS DURING EXERCISE FOAL EAGLE AND FOUR DAYS OF CLOSE AIR SUPPORT OPERATIONS DURING EXERCISE TANDEM THRUST. THROUGH HIS UNMATCHED TECHNICAL SKILL, HE WAS INSTRUMENTAL IN THE DEVELOPMENT AND IMPLEMENTATION OF SIX TACTICAL ELECTRONIC WARFARE (TAC-EW) CONCEPTS OF OPERATION, GREATLY ENHANCING NAVY EXPEDITIONARY INTELLIGENCE COMMAND (NEIC) COLLECTIONS IN SUPPORT OF OPERATIONS IN THE FIFTH FLEET AOR. WHILE SERVING AS A TAC-EW OPERATOR, HIS TECHNICAL EXPERTISE WAS DEMONSTRATED THROUGH TRAINING TWO FRENCH AND FOUR U.S. VBSS TEAMS, IMPROVING THE SAFETY AND EFFICIENCY OF THEIR BOARDING TEAM TACTICS, TECHNIQUES AND PROCEDURES. HE DRAFTED DETAILED EXERCISE SCENARIOS AND DRILL GUIDES, AND MONITORED ELECTRONIC WARFARE EVENTS TO ENSURE THAT TRAINING OBJECTIVES WERE MET. ADDITIONALLY, HE MADE SIGNIFICANT CONTRIBUTIONS TO THE COMMAND'S IMAGE WITHIN THE COMMUNITY BY ESTABLISHING THE COMMAND MEALS ON WHEELS PROGRAM AND ORGANIZING PARTICIPATION BY 30 VOLUNTEERS. DEMONSTRATING UNRELENTING PROFESSIONALISM AND AMBASSADORSHIP AS AN OPERATIONAL SUPPORT TEAM MEMBER AND LEAD LINGUIST DURING 14 WEEKS WORTH OF TRAINING ENCOMPASSING MORE THAN 350 HOURS OF POINTS OF INSTRUCTION (POI), PETTY OFFICER JAVIER WAS INSTRUMENTAL TO THE SUCCESSFUL IMPLEMENTATION OF POI WHICH INCLUDED COMBAT SWIMMER SKILLS, SMALL ARMS RANGES, CQC, INTRODUCTION TO MAROPS (ZODIAC), VBSS, AND URBAN MOBILITY TRAINING FOR OVER 138 PARTNER NATION SECURITY FORCE MEMBERS REPRESENTING FOUR COLOMBIAN MILITARY UNITS. HIS ATTENTION TO DETAIL AND ADAPTABILITY WERE PARAMOUNT IN HIS TEAM'S SUCCESS AND THE FORMATION OF STRONG PARTNER NATION RELATIONSHIPS WITH THREE COLOMBIAN MILITARY UNITS OPERATING DAILY IN A HOSTILE AND STRATEGIC ENVIRONMENT.
