SENIOR CHIEF PETTY OFFICER FULLER'S UNMATCHED DECKPLATE LEADERSHIP AS THE COMMAND SENIOR ENLISTED LEADER WAS A MASTERFUL DISPLAY OF AGGRESSIVE INGENUITY IN THE FACE OF CHALLENGING CIRCUMSTANCES AND A BEACON OF INSPIRATION AND HOPE DURING A TIME OF INTENSE CONFUSION AND ANXIETY RESULTING IN AN EFFICIENT COMMAND DISESTABLISHMENT. HE PROVIDED FIRM AND EFFECTIVE LEADERSHIP TO HIS STAFF AND ASSIGNED RESERVE UNITS, RESULTING IN THE SEAMLESS TRANSFER OF 75 SAILORS TO OTHER UNITS IN LESS THAN TWO MONTHS. HIS INTEGRITY AND ATTENTION TO DETAIL WAS EVIDENT IN THE HIGH LEVEL OF CARE HE PROVIDED TO TRANSFERRING SAILORS AND SENSITIVE EQUIPMENT. IN ADDITION, HE DEMONSTRATED EXCEPTIONAL AND DIVERSE EXPERTISE AND UNPARALLELED RESOURCEFULNESS WHILE MANAGING CRITICAL AND HIGHLY VISIBLE PROGRAMS THAT YIELDED POSITIVE RESULTS FOR HIS SAILORS AND NAVY PROGRAMS. HE CONTINUED HIS EFFORTS THROUGHOUT THE TRANSFORMATION OF THE COMMAND DECOMISSIONING BY IMPROVING THE SITUATIONAL AWARENESS AMONG THE ENLISTED, OFFICERS, AND RESERVE CENTER STAFF. MERITORIOUS SERVICE WHILE SERVING AS COMMAND SENIOR ENLISTED LEADER FOR MINE COUNTER MEASURES (MCM) CREW BULWARK AND USS ARDENT (MCM 12) FROM SEPTEMBER 2020 THROUGH OCTOBER 2022. THROUGH INSPIRATIONAL LEADERSHIP AND TIRELESS COMMITMENT, SENIOR CHIEF JAVIER LED 14 CHIEF PETTY OFFICERS IN THE PROFESSIONAL GROWTH OF 102 SAILORS AND 20 OFFICERS WHICH INCREASED WARFIGHTING READINESS ABOARD. HIS IMPACT WAS NEVER MORE APPARENT THAN THROUGH THE IMPROVEMENT OF TWO CONSECUTIVE DEFENSE ORGANIZATIONAL CLIMATE SURVEYS (DEOCS) WITH AN AVERAGE INCREASE OF 20 PERCENT ACROSS THE BOARD. HIS EFFORTS WERE DIRECTLY LINKED TO AN IMPRESSIVE 44 PERCENT INCREASE IN ORGANIZATIONAL PERFORMANCE WHICH DEFTLY GUIDED ARDENT DURING ITS 2021 NORTHCOM HOMELAND DEFENSE PATROL, RESULTING IN THE CLEARANCE OF 208 NAUTICAL MILES OF CRITICAL WATERWAYS AND SUSTAINING THIRD FLEET'S MINE COUNTERMEASURE OPERATIONS. BY HIS DISTINCTIVE ACCOMPLISHMENTS, UNRELENTING PERSEVERANCE, AND STEADFAST DEVOTION TO DUTY, SENIOR CHIEF JAVIER REFLECTED CREDIT UPON HIMSELF AND WERE IN KEEPING WITH THE HIGHEST TRADITIONS OF THE UNITED STATES NAVAL SERVICE.

CHIEF PETTY OFFICER REYNOLDS LED 16 TRAINING AND ADMINISTRATION OF THE RESERVE (TAR) AND ACTIVE COMPONET (AC) SAILORS AND TWO CIVILIAN PERSONNEL IN THE TRAINING, ADMINISTRATION, SUPPORT, AND READINESS OF MORE THAN 330 SELECTED RESERVE SAILORS ACROSS 11 DIVERSE NAVY RESERVE UNITS, EXCEEDING EXPECTATIONS AND ACHIEVING REGIONAL RESULTS WHILE PROVIDING MOBILIZATION READY, WELL PREPARED ASSETS TO THE FLEET. CHIEF PETTY OFFICER REYNOLDS' PROFESSIONAL ABILITY, PERSONAL INITIATIVE, AND UNSWERVING DEVOTION TO DUTY REFLECTED CREDIT UPON HERSELF AND UPHELD THE HIGHEST TRADITIONS OF THE UNITED STATES NAVAL SERVICE.




FOR OUTSTANDING MERITORIOUS SERVICE WHILE SERVING AS THE COMMAND SENIOR ENLISTED LEADER AT INFORMATION WARFARE TRAINING COMMAND VIRGINIA BEACH, VIRGINIA FROM APRIL 2017 TO NOVEMBER 2020. THROUGH SUPERIOR LEADERSHIP AND FOCUSED GUIDANCE, MASTER CHIEF WEEDON MOLDED A TEAM OF ENLISTED INSTRUCTORS INTO THE NAVY'S PREMIER INFORMATION WARFARE TRAINING FACILITY, PROVIDING INTELLIGENCE, CRYPTOLOGIC, AND INFORMATION TECHNOLOGY TRAINING. HE WAS INSTRUMENTAL IN DEVELOPING AND EXECUTING THE INTEGRATION STRATEGY FOR MERGING THE INFORMATION WARFARE TRAINING COMMAND VIRGINIA BEACH AND FOUR INFORMATION WARFARE LEARNING SITES INTO ONE COHESIVE COMMAND PROVIDING FLEET LEVEL TRAINING ACROSS THE INFORMATION WARFARE COMMUNITY SPECIALTIES. ADDITIONALLY, HE LED FIVE INTELLIGENCE SPECIALIST A AND C SCHOOL TRAINING REQUIREMENT REVIEWS USED TO ALIGN TRAINING WITH FLEET REQUIREMENTS. DURING THIS PERIOD, MASTER CHIEF LUNA PERFORMED HER DEMANDING DUTIES IN AN EXEMPLARY AND HIGHLY PROFESSIONAL MANNER. ON A DAY TO DAY BASIS, SHE WAS AN UNWAVERING ADVOCATE FOR THE 500 ENLISTED COMMAND SAILORS. IN ADDITION, SHE ASSISTED IN THE RESEARCH, PREPARATION, AND CERTIFICATION REQUIREMENTS TO ENABLE EXPEDITIONARY MEDICAL FACILITY DALLAS ONE TO BE A FACILITATION SITE FOR THE TACTICAL COMBAT CASUALTY CARE COURSE. WITH SEVEN COURSES CONDUCTED, SHE EXPANDED ACCESS TO THE TRAINING BY AN UNPRECEDENTED FIFTY PERCENT AND OVER 140 SAILORS HAVE SUCCESSFULLY COMPLETED THE COURSE, IMPROVING OPERATIONAL READINESS. DURING THIS PERIOD, CHIEF PETTY OFFICER HERBERT PERFORMED HIS DEMANDING DUTIES IN AN EXEMPLARY AND HIGHLY PROFESSIONAL MANNER. HE DEMONSTRATED UNPARALLELED LEADERSHIP AND MENTORSHIP ABILITIES THAT CULMINATED IN SPECTACULAR ACHIEVEMENTS BY THE UNIT, ENSURING THE HIGHEST STANDARD OF PROFESSIONALISM AND READINESS. SENIOR CHIEF FOUNTAIN, AS SENIOR ENLISTED ADVISOR FOR A COMMAND OF OVER 190 TOTAL WORKFORCE, DEMONSTRATED UNPARALLELED LEADERSHIP AND MENTORSHIP THAT CULMINATED IN SPECTACULAR ACHIEVEMENTS, AND ENSURED THE HIGHEST STANDARD OF PROFESSIONALISM AND READINESS. HE COORDINATED THE PREPARATION FOR THE BUREAU OF MEDICINE INSPECTION, WHERE INSPECTORS NOTED THE COMMAND AS OUTSTANDING WITH ONLY FOUR DISCREPANCIES COMPARED TO THE NAVY AVERAGE OF TWELVE. SENIOR CHIEF BALLENCOURT METICULOUSLY LED 120 SAILORS IN THE PERFORMANCE OF SCHEDULED AND UNSCHEDULED MAINTENANCE ON 12 F/A-18 SUPER HORNET AIRCRAFT THAT TOTALED MORE THAN 10,000 AIRCRAFT DISCREPANCIES. HIS PURSUIT OF MAINTENANCE EXCELLENCE ENABLED THE SQUADRON TO EXECUTE OVER 5,300 COMBAT AND TRAINING SORTIES SPANNING OVER 8,800 CLASS A MISHAP-FREE FLIGHT HOURS IN SUPPORT OF THE GLOBAL WAR ON TERRORISM. HIS SUPERB LEADERSHIP AND TRAINING RESULTED IN 28 APPRENTICE/ JOURNEYMAN, 23 FINAL CHECKER, 14 COLLATERAL DUTY INSPECTOR, AND 193 MAINTENANCE SUPPORT QUALIFICATIONS. FURTHERMORE, HIS ENGAGED MENTORING AND TRAINING OF JUNIOR SAILORS RESULTED IN 91 PERCENT EAWS DESIGNATIONS, AN 85 PERCENT ADVANCEMENT RATE, 17 SAILORS RECOGNIZED FOR SAILOR OF THE DAY, MONTH, AND QUARTER, AND ONE SAILOR OF THE YEAR. HIS INSPIRATIONAL DECKPLATE LEADERSHIP, DEDICATION TO THE NAVY'S CORE VALUES, AND UNENDING DEVOTION TO SAILORIZATION WERE CHARACTERIZED BY 20 YEARS OF LOYAL AND FAITHFUL SERVICE. AS COMMAND SENIOR ENLISTED LEADER, CHIEF PETTY OFFICER GUSTAV LEAD 395 MILITARY, CIVILIAN, AND CONTRACTOR PERSONNEL ENSURING STANDARDS OF CONDUCT, TRAINING, AND REQUIREMENTS WERE MET OR EXCEEDED. HE WAS PERSONALLY RECOGNIZED FOR PROVIDING DIRECT SUPPORT TO THE 2012 NAVSEA IG INSPECTION TEAM AND RECEIVED A ONE HUNDRED PERCENT SCORE FOR MILITARY PROGRAMS. ADDITIONALLY, AS BFTT GOVERNMENT TEST LAB MANAGER, HE ENSURED THE SUCCESSFUL COMPLETION OF 80 TESTS INVOLVING SOFTWARE DEVELOPMENT, TROUBLESHOOTING, AND CASREP ASSISTANCE PROVIDING DIRECT SUPPORT TO THE FLEET. MOREOVER, HE EXPERTLY MANAGED FIVE MILITARY PROGRAMS, COMPLETED TWO COMMAND CLIMATE ASSESSMENTS, AND KEPT ACCOUNT OF TWO EKMS LOCAL ELEMENTS WITH NO DISCREPANCIES.
