CHIEF HOSPITAL CORPSMAN BARNES' INSPIRING LEADERSHIP AND PERSONAL INITIATIVE WERE INSTRUMENTAL IN LEADING 74 SAILORS AND MANAGING A DYNAMIC BATTALION AID STATION DELIVERING STELLAR HEALTH SERVICES SUPPORT TO 1,200 MARINES AND SAILORS. HIS INTRUSIVE LEADERSHIP RESULTED IN ONE PACIFIC FLEET SAILOR OF THE YEAR, ONE III MARINE EXPEDITIONARY FORCE JUNIOR SAILOR OF THE YEAR, ONE 3D MARINE DIVISION BLUEJACKET OF THE YEAR, ONE UNIFORMED SERVICE ORGANIZATION SERVICEMEMBER OF THE YEAR, ONE PHYSICIAN ASSISTANT OF THE YEAR, NINE SAILOR ADVANCEMENTS, AND A 93% RETENTION RATE. ADDITIONALLY, HIS DETERMINATION SUSTAINED SUPERIOR MEDICAL READINESS ABOVE 95% FOR MORE THAN 15 MONTHS, THE HIGHEST IN THE REGIMENT. AS A DIRECT RESULT OF HIS EFFORTS, THE AID STATION EARNED A MISSION CAPABLE RATING ON THE 2015 COMMANDING GENERAL READINESS INSPECTION. MERITORIOUS ACHIEVEMENT WHILE SERVING AS LEADING PETTY OFFICER OF PATROL SQUADRON FOUR AVIATION MEDICINE FROM MARCH 2011 TO MAY 2015. DEMONSTRATING EXCEPTIONAL LEADERSHIP AND PROFESSIONALISM, HOSPITAL CORPSMAN SECOND CLASS YU WAS INSTRUMENTAL IN THE MEDICAL SUCCESS OF VP-4. HE REVISED THE MEDICAL READINESS PROGRAM OF THE COMMAND TO ENSURE HIGHER ACCURACY. HE MAINTAINED A MEDICAL READINESS OF 93.6% WHICH LED TO THE COMMAND EARNING THE BATTLE "E' FOR FOUR CONSECUTIVE YEARS. LOVELL FEDERAL HEALTH CARE CENTER FROM MAY 2014 TO MAY 2016. PETTY OFFICER KUMROW CONTRIBUTED SIGNIFICANTLY TO THE DEPARTMENT AS THE MILITARY ENTRANCE PROCESSING STATION COORDINATOR, SUCCESSFULLY RECOVERING 460 RECRUITS' MISSING MEDICAL DOCUMENTS DUE TO HIS DIRECT LIAISON WITH 65 MILITARY ENTRANCE POSSESSING STATIONS WHICH PREVENTED DELAYS IN TRAINING, SAVING THE NAVY 250,000 DOLLARS IN TEMPORARY HOLDING COSTS. PETTY OFFICER KUMROW WAS ESSENTIAL PERSONNEL DURING THE CREATION OF 65,000 MEDICAL RECORDS, AND A COMBINED FEDERAL CAMPAIGN REPRESENTATIVE ASSISTING THE COMMAND IN RAISING 42,386 DOLLARS DURING THE 2014 CAMPAIGN. HOSPITALMAN CHUNN ENSURED 4,275 PIECES OF MEDICAL EQUIPMENT WERE SAFE FOR PATIENT USE, ENSURING PROPER PREVENTIVE MAINTENANCE WITH ZERO PATIENT INTERUPTIONS. HIS DEDICATION TO DUTY REFLECTED ON THE JOINT COMMISSION SURVEY WITH 0 HITS FOR THE COMMAND. HIS COMMITMENT TO HIGH QUALITY STAFF COMPETENCY IN THE UPKEEP AND ORGANIZATION OF 650 OFFICER AND ENLISTED TRAINING RECORDS,RESULTED IN 100% ACCURACY. WHILE ASSIGNED TO OASIS COMPREHENSIVE PTSD CLINIC HE PLAYED A KEY IN 20 PATIENTS PSYCH ASSESSMENTS, STABILITY SURVEYS AS WELL AS COMPUTER DATABASE RECORDS. HIS ENTHUSIASM FOR HIS JOB RESULTED IN 50 HOURS OF COMMUNITY SERVICE. For meritorious service while serving as General Duty Corpsman, Naval Hospital Camp Pendleton (NHCP) from March 2011 to March 2014, HN Manipon distinguished himself with his abundance of motivation by performing his duties in a superb and highly professional manner. He has shown to be an extremely valuable asset to the command and has greatly impacted many sections within 13 Area Branch Health Clinic (ABHC), to include: Immunizations, Laboratory, Brig Medical, Primary Care, and Medical Health Records. His specific achievements include:
Outstanding Brig Medical Corpsman: He played a key role in the national accreditation of the Camp Pendleton Base Brig by the American Correctional Asscociation. During his time at the Brig, HN Manipon displayed confidence and competence beyond expectations consistently by completing over 50 Health Appraisals upon initial checkin of detainees, 20 mess phsicals, as well as the administeration of 100 immunizations and PPDs. He additionally maintained and inventoried the sharps locker with zero discrepencies, and dispensed over 1200 over-the-counter medications and prescribed medications to Brig Detainees 2 times a day. HN Manipon verified 45 health records and assisted the Brig Staff with any administration issues when he was called upon to do so. Upon his ending duty at the brig, trained another HM on the duties and responsibilities needed to be Brig PM Supervisor. HN Manipon was awarded a positive counseling in recognition for his exemplary administrative skills and attention to detail.
-IMR Department: After one month upon checking on board, he quickly became the clinic's primary PHA provider. Competently and efficiently completed 300 PHAs and 200 vaccinations for 9 Marine Corps units, raising their overall medical readiness by 4%. His efforts brought Marine Corps Base, the largest unit historical repeated failures from the Command General Inspection, to a mission capable status. His proactiveness gave CNATT a 7% increase while successfully performing a PHA stand down for the unit. HN Manipon with his superb organizational skills ordered, tracked, and kept a daily supply of 19 different types of immunizations with a total cost of $14k at 13 ABHC resulted to safe proper handling and management of vaccination supply. HN Manipon trained 2 other of his shipmates in completing PHAs, administering immunizations, and proper documentation, providing them with valuable knowledge and increasing their clinical experience. As a result of his leadership and aspiring success, HN Manipon was 13 ABHC's 'HM of the Month' for the month of May 2012 which led to his nomination for Blue Jacket of the Quarter, 3rd Quarter, FY 2012.
-Primary Care Corpsman: ensured the efficient and smooth patient flow for 2 providers assisting in taking the vitals of over 200 patients, 10 minor surgeries, 20 Intravenous therapies, and 30 visual acuity, color vision, and depth perception tests. HN Manipon was also tasked to maintain and re-stock 9 exam rooms upon the end of each day. While working at the front desk, he aided in the mission to get 100% of all 9 Marine Corps units enrolled in relay health. HN Manipon with his confidence and wide range of knowledge, explained how being enrolled in relayed health made it beneficial for the patient and gave them the resources for enrollment. HN Manipon is an exceptional HEDIS tracker who meticulously tracked and contacted 115 patients, ordered 100 laboratory studies, administered 25 immunizations and booked 90 appointments. His efforts ensured 100% compliance with HEDIS protocol, and resulted in the clinic's recognition as the 3rd most improved branch clinic in the command's Heroes of Health Award.
-13 ABHC Laboratory On-Job-Trainee: Unparalleled Lab OJT, HN Manipon accessioned, processed, and collected 18,885 specimens with zero discrepancies generating a 17% increase in deployment readiness for 6 commands. He monitored daily temperatures of all lab refrigerators, and performed quality contols for urinalysis, human chorionic gonadotropin (HCG), occult blood, and monospot testing. He was effective in the preparation for 2013 College of American Pathologists (CAP) inspection, receiving 100% accreditation for 13 ABHC. Assisted in training eight OJT's and six Medical Assistants students on phlebotomy and laboratory procedures resulting in 100% graduation rate. Proficiently performed 20 CAP surveys with 100% accuracy as recognized during monthly command Technical Assist Visits. He assisted with the maintenance and daily quality control (QC) of laboratory equipments and supplies worth in excess of $100K. On a weekly basis, HN Manipon is tasked with the inventory and safe keeping of $250K supplies in the lab as well as ordering supplies to ensure that the lab is fully stocked so that the lab is able to fulfill its duties. He is a recgonized expert, sought out by all for technical knowledge in the lab and uses his knowledge to solve technical problems.
-Superb Field Corpsman: Provided over 150 hours of field coverage for Marine Corps Base, Marine Corps Airstation, and Security Batallion. Effectively treated 2 marines that sustained musculoskeletal (knee and neck) injuries during batallion PT. He also rendered care to 3 marines who suffered from heat exaustion during a retirement ceremony. During his time on his week long field coverage with H&S Batallion, he treated 5 marines in total with injuries sustainig minor flesh wounds, severed digit, and insect stings. As a result of his care, he inspected his patients and made the decision whether they were able to continue qualifications or be seen on the next enchelon of care.
HN Manipon is a superior performer, accomplished assigned tasks above and beyond expectations. He has been proficient in all aspects of the clinic's operations and procedures since day one. His exhibition of motivation, professionalism, dedication to duty, and strive for personal growth merits the special recognition of the Navy and Marince Corps Achievement Medal.

- As the supply petty officer from FY-14 to FY-17 managed an OPTAR valued at $18K and flawlessly accounted and maintained 141 line items valued $890K that resulted in enhanced clinical capability and streamlined access to care for 1,800 patients monthly.
- Assisted in the modification of the old supply system to Kanban Supply System which enhances and markedly improved the work spaces and reduce the surplus stock to 50%.
- Forms champion- Elemental in the process of revision of an antepartum form and requisition of portable ultrasound machine and accessories that yielded total cost saving of $55,000.
