CHIEF PETTY OFFICER WATERS' EXCEPTIONAL LEADERSHIP, PERSERVERANCE, AND DEDICATION IN THE FACE OF ADVERSITY REFLECTED CREDIT UPON HIM AND WERE IN KEEPING WITH THE HIGHEST TRADITIONS OF THE UNITED STATES NAVAL SERVICE.
PROFESSIONAL ACHIEVEMENT WHILE SERVING AS A MEMBER OF MACHINERY DIVISION AND STAFF TRAINING GROUP ON USS LA JOLLA (SSN 701) FROM 12 JUNE 2017 TO 15 JULY 2019. PETTY OFFICER SANIBEL CONSISTENTLY PERFORMED HIS DEMANDING DUTIES IN AN EXEMPLARY AND HIGHLY PROFESSIONAL MANNER. AS THE STAFF TRAINING GROUP MACHINERY DIVISION REPRESENTATIVE, HE SUCCESSFULLY EXECUTED OVER 300 HOURS OF TRAINING LEADING TO THE QUALIFICATION OF 32 MECHANICS AND 11 SUPERVISORS. ADDITIONALLY, HIS ROLE AS THE SHIP'S DRILL COORDINATOR WAS INSTRUMENTAL IN THE SUCCESSFUL COMPLETION OF 30 INDIVIDUAL DRILLS AND FOUR SHIPYARD LEVEL DRILLS, LEADING TO THE DISCOVERY AND CORRECTION OF OVER 250 TRAINING DEFICIENCIES. MOREOVER, HIS EXTENSIVE WATCHSTANDING EXPERIENCE LED TO HIS SELECTION AS A CREW LPO FOR MULTIPLE KEY EVENTS DURING THE MOORED TRAINING SHIP CONVERSION PROJECT, AS WELL AS SELECTION AS A QUALIFICATION PETTY OFFICER FOR MULTIPLE QUALIFICATIONS. FINALLY, HIS FORESIGHT AND INVOLVEMENT IN PLANNING FOR THE TRAINING AND QUALIFICATION PROGRAM FOR THE SSN TO MTS CONVERSION WAS AN INDISPENSABLE FACTOR IN ITS SUCCESS. PETTY OFFICER SANIBEL'S MANAGERIAL ABILITY, PERSONAL INITIATIVE, AND UNSWERVING DEVOTION TO DUTY REFLECT GREAT CREDIT UPON HIMSELF AND ARE IN KEEPING WITH THE HIGHEST TRADITIONS OF THE UNITED STATES NAVAL SERVICE.
PROFESSIONAL ACHIEVEMENT WHILE SERVING AS MAINTENANCE MAN FOR MACHINERY DIVISION ONBOARD USS RUSHMORE (LSD 47) FROM 10 SEPTEMBER 2019 TO 20 AUGUST 2021. DURING THIS PERIOD, PETTY OFFICER SPARKMAN LED 33 SAILORS TO CLEAR FIVE CASREPS AND THREE TEMPORARY STANDING ORDERS TOTALING $300,000 IN REPAIRS, ENABLING HIS DIVISION TO DEPLOY TO THE FIFTH FLEET AOR ON TIME AND FULLY MISSION CAPABLE WITH ALL EQUIPMENT. FURTHERMORE, HE TRAINED THE NEW ACTING FUELS OFFICER DURING THE ABSENCE OF THE MAIN PROPULSION ASSISTANT WHICH WAS ESSENTIAL TO THE TRANSFER OF OVER ONE MILLION GALLONS OF F76, 30,000 GALLONS OF JP5, AND 5,000 GALLONS OF LUBE OIL DURING THREE REPLENISHMENTS WITH ZERO MISHAPS. PETTY OFFICER SPARKMAN'S PROFESSIONALISM AND SELFLESS DEVOTION TO DUTY REFLECTED CREDIT ON HIM AND WERE IN KEEPING WITH THE HIGHEST TRADITIONS OF THE UNITED STATES NAVAL SERVICE.
PROFESSIONAL ACHIEVEMENT WHILE SERVING AS A MEMBER OF MACHINERY DIVISION ON USS ANCHORS SOMEDAY (CVN 129) FROM 23 MARCH TO 4 SEPTEMBER 2017. PETTY OFFICER RICE CONSISTENTLY PERFORMED HIS DEMANDING DUTIES IN AN EXEMPLARY AND HIGHLY PROFESSIONAL MANNER. AS THE DIVISIONAL REPAIR PARTS PETTY OFFICER, HIS EFFORTS TO PROCURE AND TRACK PARTS THROUGHOUT A FOUR MONTH CONTINUOUS MAINTENANCE AVAILABILITY DIRECTLY CONTRIBUTED TO ANCHORS SOMEDAY'S EXCELLENT MATERIAL CONDITION AND ON TIME COMPLETION OF THE AVAILABILITY. AS AN ENGINE ROOM SUPERVISOR, HE LEVERAGED HIS TECHNICAL EXPERTISE, STRONG LEADERSHIP, AND SUPERB WATCHSTANDING TO IMPROVE THE DAY-TO-DAY OPERATIONS THROUGHOUT THE ENGINE ROOM. AS A DRILL TEAM MEMBER, HE PLAYED A KEY ROLE IN TRAINING AND DEVELOPING THE DRILL TEAM TO SAFELY EXECUTE COMPLEX REACTOR AND PROPULSION PLANT CASUALTY SCENARIOS WITH JUNIOR WATCH TEAMS. HIS EFFORTS DIRECTLY CONTRIBUTED TO THE SUCCESSFUL COMPLETION OF THE SHIP'S OPERATIONAL REACTOR SAFEGUARDS EXAMINATION. PETTY OFFICER RICE'S MANAGERIAL ABILITY, PERSONAL INITIATIVE, AND UNSWERVING DEVOTION TO DUTY REFLECTED CREDIT UPON HIMSELF AND WERE KEEPING WITH THE HIGHEST TRADITIONS OF THE UNITED STATES NAVAL SERVICE.
