PROFESSIONAL ACHIEVEMENT IN THE SUPERIOR PERFORMANCE OF HIS DUTIES WHILE SERVING AS VETTING SQUAD LEADER FOR COMMANDER, TASK GROUP 56.5 FROM SEPTEMBER 2011 TO JULY 2012. MARITIME ENFORCMENT PETTY OFFICER FIRST CLASS WOODS' LEADERSHIP AND INITIATIVE WERE INSTRUMENTAL IN THE EFFECTIVE SUPERVISION OF EIGHT MEMBERS OF THE VETTING TEAM. HIS PROACTIVE EFFORTS IN SEARCHING THE PIER WHERE THE SHIPS WOULD BE MOORED ENSURED NO HOSTILE ACTS AGAINST U.S. FORCES OCCURRED WHILE PROVIDING PHYSICAL SECURITY OF TUG BOATS AND PILOT BOATS NEEDED TO BRING THE SHIP INTO PORT. HE WORKED CLOSELY WITH U.S. NAVY DIVERS AND U.S. COAST GUARD AND NAVY TACTICAL PATROL BOAT TEAMS TO ENSURE THAT HIGH VALUE ASSETS SAFELY TRANSIT INTO AND OUT OF FOREIGN SEAPORTS OF DEBARKATION ALONG THE KUWAITI COAST. ADDITIONALLY, PETTY OFFICER WOODS PROVIDED TACTICAL LIAISON SUPPORT TO HIGH VALUE ASSETS DURING VULNERABLE LOADING AND UNLOADING OPERATIONS AND AIDED IN THE COORDINATION OF SECURITY FORCES NEEDED TO PROTECT THE SHIP AND PREVENT FRIENDLY FIRE INCIDENTS WHILE IN PORT. MOREOVER, HE PROVIDED PERSONAL QUALIFICATION STANDARD (PQS) TRAINING TO 26 U.S. COAST GUARD AND NAVY PERSONNEL, ENABLING 11 MEMBERS TO ACQUIRE THE PORT SECURITY PIN, AND IMPROVING THE UNIT'S READINESS AND ABILITY TO ACCOMPLISH A HOST OF DOMESTIC AND OVERSEAS MISSIONS WHILE FACILITATING THE PROFESSIONAL DEVELOPMENT OF FELLOW COAST GUARDS AND NAVY MEN AND WOMEN. BY HIS EXCEPTIONAL PROFESSIONALISM, UNRELENTING PERSEVERANCE, AND LOYAL DEVOTION TO DUTY, PETTY OFFICER FIRST CLASS WOODS REFLECTED CREDIT UPON HIMSELF AND UPHELD THE HIGHEST TRADITIONS OF THE UNITED STATES NAVAL SERVICE.
CHIEF PETTY OFFICER ADAMS IS CITED FOR MERITORIOUS SERVICE IN THE PERFORMANCE OF DUTY AS TRAINING CHIEF, SOUTHEAST REGIONAL FISHERIES TRAINING CENTER, CHARLESTON, SC FROM JUNE 2019 TO JANUARY 2022. DURING THIS PERIOD, CHIEF PETTY OFFICER ADAMS DELIVERED 1,100 HOURS OF INSTRUCTION AND CERTIFIED 588 BOARDING OFFICERS FOR 130 UNITS ACROSS THE GLOBE. HE AUTHORED THE REVISION OF THE SOUTHEAST AND CARIBBEAN CURRICULA AND ESTABLISHED THE FIRST ONLINE LIVING MARINE RESOURCES COURSE, SAVING 80,000 DOLLARS PER YEAR. HIS MODERNIZATION OF FISHERIES TRAINING WILL HAVE A LASTING EFFECT ON COAST GUARD OPERATIONS AND THE 40 BILLION DOLLAR FISHING INDUSTRY. ADDITIONALLY, HE LED THE FIRST INTERNATIONAL WORKSHOP WITH FOUR SOUTHEAST ASIAN NATIONS TO ADDRESS ILLEGAL, UNREGULATED, AND UNREPORTED FISHING. MOREOVER, THROUGH PARTNERSHIPS WITH NOAA LEGAL COUNCIL AND WHILE SERVING ON THE MIGRATORY SPECIES ADVISORY COUNCIL, HE GAVE ACTIONABLE DIRECTION THAT RESULTED IN A 50 PERCENT INCREASE IN DETECTED VIOLATIONS. FINALLY, AS A FOREMOST AUTHORITY ON FISHERIES ENFORCEMENT, HIS NUMEROUS TRAINING PRODUCTS WERE ADOPTED COAST GUARD AND NAVY WIDE. CHIEF PETTY OFFICER ADAMS' DEDICATION AND DEVOTION TO DUTY ARE MOST HEARTILY COMMENDED AND ARE IN KEEPING WITH THE HIGHEST TRADITIONS OF THE UNITED STATES COAST GUARD.
