HE ENSURED OVER 25 MILLION DOLLARS WORTH OF MEDICAL EQUIPMENT WAS EFFICIENTLY STORED, MAINTAINED, AND DELIVERED THROUGHOUT THE PACIFIC. HIS LEADERSHIP, FORESIGHT, AND PLANNING DIRECTLY INFLUENCED THE III MARINE EXPEDITIONARY FORCE'S SUCCESS. CHIEF PETTY OFFICER WAYCROSS' DISTINCTIVE ACCOMPLISHMENTS, UNRELENTING PERSEVERANCE, AND STEADFAST DEVOTION TO DUTY, REFLECTED CREDIT UPON HIMSELF AND WERE IN KEEPING WITH THE HIGHEST TRADITIONS OF THE UNITED STATES NAVAL SERVICE.
MERITORIOUS SERVICE WHILE SERVING AS LEADING PETTY OFFICER, 7TH COMMUNICATION BATTALION, III MEF HEADQUARTERS GROUP, III MARINE EXPEDITIONARY FORCE FROM AUGUST 2012 TO MARCH 2014. DURING THIS PERIOD, HOSPITAL CORPSMAN FIRST CLASS SMITH CONSISTENTLY PERFORMED HER DEMANDING DUTIES IN AN EXEMPLARY AND HIGHLY PROFESSIONAL MANNER. SHE EXPERTLY LED NINE SAILORS AND PROVIDED TECHNICAL EXPERTISE ON ADMINISTERING MEDICAL GUIDANCE, CONDUCTING MEDICAL ADMINISTRATION, AND PLANNING SUPPORT FOR EXERCISES AND DEPLOYMENTS. HER MANAGEMENT PROVIDED ACCESS TO CARE FOR OVER 700 MARINES AND SAILORS WHILE MAINTAINING READINESS WELL ABOVE 90% AT ALL TIMES. IN ADDITION, SHE WAS RECOGNIZED AND COMMENDED BY THE III MEF COMMANDING GENERAL INSPECTION TEAM FOR HER SUPERIOR PERFORMANCE DURING THE INSPECTION. FURTHER, SHE EXEMPLIFIED DEDICATION TO THE OKINAWAN COMMUNITY BY PLANNING, ORGANIZING, AND EXECUTING MULTIPLE COMMUNITY RELATION PROJECTS. LIEUTENANT SHIELDS CONSISTENTLY PERFORMED HER DEMANDING DUTIES IN AN EXEMPLARY AND HIGHLY PROFESSIONAL MANNER. DEMONSTRATING EXCEPTIONAL LEADERSHIP DURING WESTPAC 2011, HER FORESIGHT AND MANAGEMENT OF 90 PERSONNEL ENSURED MEDICAL READINESS FOR THE CREW AND MARINES SURPASSED 96 PERCENT. AS MEDICAL TRAINING TEAM LEADER, HER PERSONAL INITIATIVE RESULTED IN THE FLAWLESS EXECUTION OF ALL TRA REQUIREMENTS, EARNING EARLY CERTIFICATION AND A SCORE OF 98 PERCENT. HM2 LOPEZ'S EXEMPLARY LEADERSHIP AND FORESIGHT LED TO ENHANCED COMMAND SAILORIZATOIN AND INCREASED MEDICAL READINESS AND DEPLOYABILITY THROUGHOUT THE NAVY REGION, MIDWEST. HIS EFFORTS IN THE MEDICAL ADMINISTRATION DEPARTMENT FACILITATED THE CREATION OF A NEW BILLING STRUCTURE THAT JUSTIFIED OVER 7 MILLION DOLLARS IN ALLOTTED FUNDING FOR THE COMMAND. CHIEF BLACK'S RELENTLESS PURSUIT OF EXCELLENCE DROVE THE MEDICAL DEPARTMENT TO SUSTAINED MEDICAL READINESS OF 95 PERCENT, EARNED THE BLUE "M" AWARD FOR MEDICAL EXCELLENCE, A 5TH HEALTH PROMOTIONS AWARD, AND FLEET LEADING INSPECTION RESULTS OF 97 PERCENT ON COMMANDER, NAVAL AIR FORCES HEALTH SERVICE READINESS INSPECTION, 97 PERCENT ON CARRIER ASSESSMENT READINESS TRAINING II, AND 99% ON FINAL EVALUATION PERIOD. ADDITIONALLY, HIS UNPARALLELED MEDICAL REGULATOR ABILITIES WERE RESPONSIBLE FOR THE FLAWLESS EXECUTION OF 276 MEDICAL EVACUATIONS AND 112 SPECIALTY APPOINTMENTS WORTH OVER 400,000 DOLLARS, DIRECTLY EXPANDING ACCESS TO CARE FOR OVER 7,000 CARRIER STRIKE GROUP FIVE SAILORS. AS MEDICAL ADMINISTRATOR, HE OVERSAW THE IMPLEMENTATION OF A 1.5 MILLION DOLLAR THEATER MEDICAL INFORMATION PROGRAM, ENSURING THE SUCCESSFUL TRANSFER OF MORE THAN 3,000 MEDICAL RECORDS AND 70,000 MEDICAL SUPPLY ITEMS WITH NO LOSS OF DATA INTEGRITY. EFFICIENT ADMINISTRATOR. HE ASSISTED IN THE SCHEDULING OF 3208 PHYSICAL THERAPY AND CHIROPRACTIC APPOINTMENTS ACROSS TWO CLINICS FOR FIVE PROVIDERS. HE AUDITED 3208 PATIENT REFERRALS AND MAINTAINED PATIENT RECORDS RESULTING IN THE SUSTAINABILITY AND OPERABILITY OF THE 26 OPERATIONAL SUBMARINE COMMANDS AND 54 TENANT COMMANDS. ORDERED 10,875 PATIENT SURVEYS FOR THE MSK MOTION PROGRAM PROVIDING QUALITY ASSURANCE INFORMATION TO HELP IMPROVE THE EFFICIENCY OF TRACKING PATIENTS' PROGRESS AND PROVIDER COMMUNICATION.
