MEDICAL DEPARTMENT LEADING CHIEF PETTY OFFICER AT THE NAVAL DIVING AND SALVAGE TRAINING CENTER FROM JULY 2011 TO AUGUST 2014. CHIEF PETTY OFFICER BIEBER DEMONSTRATED EXCEPTIONAL INITIATIVE WHILE OVERSEEING A MEDICAL CHECK-IN PROCESS THAT PROVIDED SCREENING FOR OVER 3,000 STUDENTS AND STAFF MEMBERS, DIRECTLY IMPROVING TRAINING OUTCOMES AND POSITIVELY IMPACTING THE NUMBER OF TRAINED DIVERS SENT TO THE FLEET. THROUGHOUT HIS TOUR HE EFFICIENTLY MANAGED AN ARRAY OF MEDICAL CONCERNS, PERSONALLY MANAGING OVER 700 PATIENT ENCOUNTERS INCLUDING 7 CRITICALLY ILL PATIENTS. HIS EFFECTIVE LEADERSHIP SKILLS WERE EVIDENT IN THE MANAGEMENT OF A MEDICAL DEPARTMENT COMPOSED OF MANY JUNIOR HOSPITAL CORPSMEN, 9 DIVING MEDICAL TECHNICHIANS, 3 DIVING MEDICAL OFFICERS, AND 3 INDEPENDENT DUTY CORPSMEN. CHIEF PETTY OFFICER BIEBER'S MANAGEMENT ABILITY, PERSONAL INITIATIVE, AND COMMITMENT TO PROFESSIONAL DEVELOPMENT REFLECTED GREAT CREDIT UPON HIM AND WERE IN KEEPING WITH THE HIGHEST TRADITIONS OF THE UNITED STATES NAVAL SERVICE.
