LIEUTENANT WAYNE OSCAR EXPANDED EXISTING RELATIONSHIPS AND DEVELOPED NEW PARTNERSHIPS BY WORKING CLOSELY, EFFICIENTLY AND HIGHLY EFFECTIVELY WITH U.S. PACIFIC COMMAND AND COUNTRY TEAMS TO COORDINATE, ENABLE, AND ENHANCE MARLU OPERATIONS. EXHIBITING INNOVATIVE AND RESOURCEFUL LEADERSHIP, LIEUTENANT BARROGA FLAWLESSLY LED OVER 100 GEOGRAPHICALLY DISPERSED ACTIVE AND RESERVE PERSONNEL TO EXCEED NEW CONTRACT OBJECTIVE GOALS EACH YEAR. AS THE MEPS LIAISON OFFICER, SHE WAS RESPONSIBLE FOR THE OVERSIGHT OF MEPS JACKSONVILLE LIAISON OFFICE AND WAS INSTRUMENTAL IN IMPROVING OVERALL PRODUCTION QUALITY AT MEPS JACKSONVILLE BY TWO SIGMA. MERITORIOUS SERVICE WHILE SERVING AS THE MILITARY LIAISON FOR TEST, EVALUATION, AND CERTIFICATION IN SPACE AND NAVAL WARFARE SYSTEMS COMMAND (SPAWARSYSCOM) OFFICE OF THE CHIEF ENGINEER FROM MARCH 2010 TO SEPTEMBER 2012. HIS ACTIONS WERE INTEGRAL TO THE IMPLEMENTATION OF AUTOMATED TESTING SOFTWARE AT SPAWAR WHICH WILL SIGNIFICANTLY REDUCE TESTING COSTS THROUGHOUT THE SYSCOM ONCE FULLY UTILIZED. HIS INITIATIVE, KNOWLEDGE, AND EXPERTISE IN SYSTEMS ENGINEERING AND DOCTRINE DEVELOPMENT LED TO THE COMPLETION OF MULTIPLE POLICY DOCUMENTS THAT WILL SERVE SPAWAR TEST ENGINEERS DURING THE TRANSITION TO SYSTEMS-OF-SYSTEMS TESTING AND PLATFORM CERTIFICATIONS AND FOR FUTURE INTEGRATED TEST POLICY DEVELOPMENT. HE TOOK ON THE ROLES OF BOTH SUBJECT MATTER EXPERT AND TRAINER TO MILITARY AND GOVERNMENT SERVICE PERSONNEL ACROSS SEVERAL PROGRAM OFFICES AND SYSCOMS DURING THE IMPLEMENTATION OF NAVY ENTERPRISE RESOURCE PLANNING SOFTWARE. GUNNERY SERGEANT JOHNSON'S AGGRESSIVE PLANNING AND ATTENTION TO DETAIL WERE INSTRUMENTAL IN MANAGING SPMAGTF 13.3'S DEFENSE TRAVEL SYSTEM AND GOVERNMENT TRAVEL CHARGE CARD ACCOUNTS.
