DURING THIS PERIOD, PETTY OFFICER NEUMAN PERFORMED HIS DEMANDING DUTIES IN AN EXEMPLARY AND HIGHLY PROFESSIONAL MANNER. HE MANAGED 1,234 GTCC ACCOUNTS, COORDINATED 2,345 ORDERS, AND ARRANGED TRAVEL FOR 894 RESERVE SAILORS RESULTING IN OVER 50,000 SUPPORT DAYS TO THE ACTIVE DUTY COMMANDS. IN ADDITION, HE MANAGED A BUDGET OF NINE MILLION DOLLARS WITH A NINETY EIGHT PERCENT COMMITMENT RATE, THE HIGHEST IN SIX YEARS. MOREOVER, PETTY OFFICER NEUMAN'S INTRUSIVE LEADERSHIP AND SUPERIOR CUSTOMER SERVICE RESULTED IN A SCORE OF 97 PERCENT ON THE NRC'S COMMAND ASSESSMENT. FINALLY, AS FIRST CLASS PETTY OFFICER ASSOCIATION (FCPOA) PRESIDENT, HE REVIVED THE FCPOA AFTER THE COVID-19 SHUTDOWN AND RAISED OVER $2,500 TO SUPPORT THE REHAB OF THE NEW FCPOA SPACE, THE NRC HOLIDAY PARTY, AND OTHER COMMAND WIDE FUNCTIONS. DURING THIS PERIOD, CHIEF PETTY OFFICER MESSAN'S OUTSTANDING LEADERSHIP AND DEDICATION CONTRIBUTED TO OVER 4400 HOURS OF DRILL WEEKEND SUPPORT AND OVER 560 MAN DAYS OF ANNUAL TRAINING IN SUPPORT OF NAVY INFORMATION OPERATIONS COMMAND GEORGIA REQUIREMENTS. HIS MENTORSHIP FACILITATED 22 ADVANCEMENTS, 11 PERSONAL AWARDS, 33 WARFARE SPECIALIST QUALIFICATIONS, SEVEN SAILOR OF THE QUARTER AWARDS, AND A COMMANDER NAVY RESERVE FORCES COMMAND CAREER COUNSELOR OF THE YEAR AWARD, WHILE SIMULTANEOUSLY SUSTAINING NINETY THREE PERCENT UNIT MOBILIZATION READINESS. CHIEF PETTY OFFICER MESSAN'S DISTINCTIVE ACCOMPLISHMENTS, UNRELENTING PERSEVERANCE, AND STEADFAST DEVOTION TO DUTY REFLECTED CREDIT UPON HIM AND WERE IN KEEPING WITH THE HIGHEST TRADITIONS OF THE UNITED STATES NAVAL SERVICE.

DURING THIS PERIOD, PETTY OFFICER HALL PERFORMED HIS DEMANDING DUTIES IN AN EXEMPLERY AND HIGHLY PROFESSIONAL MANNER. HE MANAGED AND SUSTAINED A CONDENSED HIGH TEMPO MARITIME TRAINING OPERATION, DESPITE CHALLENGING MANNING SHORTFALLS AND UNPRECEDENTED BUDGET LIMITATIONS.
