AS THE SOLE COMMERICAL BILL PAY CLERK FOR THE ENTIRE AFRICOM AREA OF RESPONSIBILITY, PETTY OFFICER HESTER ACCURATELY AUDITED AND PROCESSED OVER 200 PAYMENT VOUCHERS TOTALLING OVER $90 MILLION, WHICH RESULTED IN THE TIMELY PAYMENT FOR ALL BASE OPERATING SERVICES, CONSTRUCTION PROJECTS, AND MISSION ESSENTIAL MATERIAL REQUIREMENTS. PETTY OFFICER HESTER'S EXPERT KNOWLEDGE OF INTERNATIONAL CURRENCY, CONSTANT ENGAGMENT, AND COORDINATION WITH THE CONTINGENCY CONTRACTING OFFICE RESULTED IN A 50 PERCENT REDUCTION IN ERRORS AND A 25 PERCENT INCREASE IN VOUCHERS BEING PAID IN A TIMELY MANNER. IN ADDITION, HE PROCESSED MORE THAN 100 SETS OF INACTIVE DUTY TRAINING ORDERS DIRECTLY CONTRIBUTING TO THE HIGH STATE OF READINESS OF NAVY OPERATIONAL SUPPORT CENTER RALEIGH'S RESERVE FORCE.
