LCDR TOMODACHI MODERNIZED DELIBERATE PLANNING FOR NAVAL AVIATION APPLICATION IN OPERATION PLANS AND CONCEPT PLANS IN THE PACIFIC COMMAND AREA OF RESPONSIBILITY. HE DEVELOPED AND IMPLEMENTED A STRATEGIC FORCE RELOCATION INITIATIVE, ESTABLISHING A UNITED STATES AVIATION FOOTHOLD AT SHAIKH-ISA AIR BASE, BAHRAIN. IN ADDITION, HE WAS SELECTED TO SERVE AS FLAG AIDE AND PROVIDE DETACHED SUPPORT FOR COMMANDER SEVENTH FLEET, AND PLAYED A KEY ROLE IN THE COMMAND AND CONTROL OF 40 SHIPS, 200 AIRCRAFT, AND 30,000 NAVY AND MARINE CORPS PERSONNEL.
