AS RADIOLOGY TECHNICIAN, MARINE WING SUPPORT SQUADRON 272 FROM AUGUST 2010 TO AUGUST 2014. DURING THIS PERIOD, PETTY OFFICER MANCHESTER METICULOUSLY PERFORMED OVER 150 RADIOLOGICAL EXAMINATIONS AT THE BASTION FLIGHT LINE AID STATION WHICH SERVED, IN ADDITION TO 1500 MARINES AND SAILORS OF VARIOUS AIR SQUADRONS, 2,000 COALITION FORCES. AS EMERGENCY VEHICLE OPERATOR, HE PROVIDED 24 HOUR EMERGENCY SERVICE AND DISPATCHED FOUR TIMES ON THE FLIGHT LINE AND TO THE SQUADRON AID STATION WHICH RESULTED IN EXPEDITED CARE. HIS DEVOTION TO HIS FELLOW SAILORS AND MARINES WAS EVIDENT IN HIS WILLINGNESS TO LEAD THE ENLISTED FLEET MARINE FORCE WARFARE SPECIALIST TRAINING PROGRAM, CONDUCTING OVER 40 HOURS OF TRAINING. PETTY OFFICER MANCHESTER'S INITIATIVE, PERSEVERANCE, AND TOTAL DEDICATION TO DUTY REFLECTED CREDIT UPON HIMSELF AND WERE IN KEEPING WITH THE HIGHEST TRADITIONS OF THE MARINE CORPS AND THE UNITED STATES NAVAL SERVICE.

DURING THIS PERIOD, PETTY OFFICER MANCHESTER PROVIDED OVER 1,000 MEDICAL SCREENINGS, 1500 VACCINATIONS, 160 X-RAYS AND MORE THAN 40 MINOR SURGICAL PROCEDURES, INCREASING HIS SQUADRON'S PRE-DEPLOYMENT MEDICAL READINESS FROM 45% TO 95%. AS SUPPLY PETTY OFFICER, HE MANAGED A BUDGET OF $5,000,000 AND MAINTAINED $250,000 WORTH OF EQUIPMENT AND SUPPLIES. HE SAVED THE CLINIC OVER $16,000 BY COLLECTING AND RECYCLING OVER 1,500 POUNDS OF MATERIALS. DURING THIS PERIOD, HER SKILLS WERE INSTRUMENTAL IN THE COMPLETION OF 1,122 IMAGING STUDIES IN TRI-COMMAND WHILE MAINTAINING A LESS THAN FIVE PERCENT IMAGE REPEAT RATE. IN ADDITION, HN CARTER PROVIDED GREATLY NEEDED QUALITY EMERGENCY CARE CONSISTING OF 56 AFTER HOURS CAT SCANS WITHOUT SUPERVISION, SAVING THE COMMAND OVER $25,000. FOR MERITORIOUS SERVICE IN THE SUPERIOR PERFORMANCE OF HER DUTIES WHILE SERVING AS RADIOLOGY WORK CENTER SUPERVISOR, NAVAL BRANCH HEALTH CLINIC SASEBO, NAVAL HOSPITAL YOKOSUKA, FROM AUGUST 2013 TO FEBRUARY 2016. PETTY OFFICER NORBERT CREATED A DIGITAL CHAIN OF CUSTODY TRACKER WHICH STREAMLINED NAVAL BRANCH HEALTH CLINIC SASEBO'S PROCESS FOR UPLOADING HOST NATION RADIOGRAPHIC STUDIES TO NAVAL HOSPITAL YOKOSUKA. HER DEVELOPMENT AND IMPLEMENTATION OF THIS PROCESS REDUCED THE TIME REQUIRED FOR INITIAL REVIEW AND DIAGNOSIS FROM 2 WEEKS TO 4 DAYS AND FACILITATED FAST TURN AROUND TIMES WHICH ENABLED TIMELY TREATMENT OF SURGICAL PATIENTS. HM2 NORBERT'S INITIATIVE IS DIRECTLY RESPONSIBLE FOR TRANSFERRING 877 PATIENT EXAMS, ACCOUNTING FOR OVER 100,000 RADIOGRAPHIC IMAGES, AND NEW STANDARD OPERATING PROCEDURES FOR NAVAL BRANCH HEALTH CLINIC SASEBO'S RADIOLOGY DEPARTMENT. PETTY OFFICER ACEVES MANAGED A $4.4 MILLION RADIOLOGY SUITE INSTALL AND THE PURGING OF 15,000 MAMMOGRAPHY FILMS, RECOVERING LOST DOLLARS IN THE SILVER RECOVERY PROGRAM IN EXCESS OF $100,000 AND BRINGING THE BOONE TRIAD TO 100 PERCENT COMPLIANCE WITH JOINT COMMISSION STANDARDS. HE LED 14 TECHNICIANS IN PERFORMING MORE THAN 140,000 DIAGNOSTIC IMAGING SESSIONS AND 30,000 MAMMOGRAPHY EXAMS ANNUALLY. AS AN ELITE TECHNICIAN IN THE RECRUIT INPROCESSING FACILITY, HER RADIOGRAPHS ASSSISTED DOVER MORTUARY SERVICES IN THE ACCURATE AND TIMELY IDENTIFICATION OF A MARINE CASUALTY. ADDITIONALLY, HER EXCEPTIONAL SKILLS AS A SUPPLY PETTY OFFICER MAINTAINED $30,000 IN VITAL MATERIAL WHILE MANAGING AN ANNUAL OPTAR OF $50,000, MAXIMIZING INPROCESSING EFFICIENCY FOR MARINE RECRUITS. PETTY OFFICER QUINN'S LEADERSHIP CONTRIBUTED TO SCORES OF ADVANCEMENTS AND ACCOMPLISHMENTS RELATED TO THE SAILORS IN HER CHARGE. AS THE DEPARTMENT MANAGER, SHE EXECUTED FIVE PROJECTS VALUED AT TWO MILLION DOLLARS, SUPERVISED THE COMPLETION OF 75,000 EXAMS AND ACCREDITED THE DEPARTMENT WITH MULTIPLE FEDERAL AGENCIES. As senior technician, performed 4,233 diagnostic and emergent exams across four different modalities, providing support to 9,000 beneficiaries. Moreover, HM3's selection to lead OJT ultrasound training during a critical manpower shortage not only ensured coverage but provided 2,000 hours of coverage that resulted in the cost avoidance of $85,000 in network referrals, showcasing his commitment to the mission and the team's success. As the lead CT technician, he spearheaded the PQS process and implemented training criteria that significantly improved technical proficiency within the radiology department and produced five skilled technologists operating independently, greatly enhancing the department's capabilities. Moreover, he provided comprehensive training to six staff members, covering essential areas such as image quality assessment, critique skills, vascular anatomy, and image acquisition. This training expanded the team's professional knowledge and contributed to the overall improvement of the department's performance. In collaboration with the radiologist, he played a pivotal role in revising the CT SOP, incorporating additional patient safety protocols and updating contrast regulations for pediatrics. In addition, he qualified himself on MRI and stepped in to fill a critical service gap in the absence of an MRI technician, allowing NMRTC Naples to continue providing essential services and eliminated the need for costly and time consuming network referrals. Moreover, in collaboration with the NMRTC Naples physics officer, played a vital role in ensuring the completion of the annual physical testing of the MRI machine, ensuring the safe and continued operation of the machine and further showcasing his commitment to maintaining high standards and patient safety.
