PETTY OFFICER SAILOR'S EXCEPTIONAL PROFESSIONALISM, UNRELENTING PERSEVERANCE AND LOYAL DEVOTION TO DUTY REFLECTED CREDIT UPON HIMSELF AND UPHELD THE HIGHEST TRADITIONS OF THE UNITED STATES NAVAL SERVICE.
PROFESSIONAL ACHIEVEMENT IN THE SUPERIOR PERFORMANCE OF DUTIES WHILE SERVING AS NAVY MILITARY TRAINING INSTRUCTOR FROM JANUARY 2011 TO MARCH 2013. PETTY OFFICER RICE CONSISTENTLY PERFORMED HIS DEMANDING DUTIES IN AN EXEMPLARY AND HIGHLY PROFESSIONAL MANNER LEADING FIVE PERSONNEL AND TRAINING MORE THAN 600 "A" SCHOOL STUDENTS IN GENERAL MILITARY TRAINING. HE INCREASED CUSTOMER SERVICE OF BUILDING 566B BY PERFORMING REGULAR ROOM INSPECTIONS AND RAPIDLY RESPONDING TO OVER 300 TROUBLE CALLS, GREATLY IMPROVING THE QUALITY OF LIFE AND MISSION READINESS FOR 800 SAILORS. HE WAS INSTRUMENTAL IN GATHERING SUPPLIES, FINALIZING ROSTERS, AND BOARDING 350 "IS" STUDENTS EVACUATING TO FORT A.P. HILL DURING HURRICANE IRENE. HIS SUPERIOR PERFORMANCE HIGHLIGHTS THE CULMINATION OF 14 YEARS OF HONORABLE SERVICE TO HIS COUNTRY. MERITORIOUS SERVICE WHILE SERVING AS RECRUIT DIVISION COMMANDER FROM XXXXXXXXX TO XXXXXXXX. IN THIS CAPACITY, HE LED FIVE DIVISIONS IN TRANSFORMING 470 CIVILIANS INTO BASICALLY TRAINED SAILORS. HE INSTRUCTED 155,000 RECRUITS FOR 180 HOURS THROUGH 14 SCENARIOS ON THE 54 MILLION DOLLAR STATE-OF-THE-ART SIMULATOR, USS TRAYER. AS A FACILITATOR, HIS ATTENTION TO DETAIL AND MENTORSHIP LED TO THE RAPID ADVANCEMENT AND QUALIFICATION OF 180 PERSONNEL. IN ADDITION, HE CONDUCTED 17 TOURS OF THE USS TRAYER FOR REVIEWING FLAG OFFICERS, COMMAND LEADERSHIP, SENIOR ENLISTED ACADEMY MEMBERS, CELEBRITIES AND FOREIGN DIGNITARIES, LEADING TO AN INCREASED UNDERSTANDING OF EDUCATIONAL CAPABILITIES. MERITORIOUS SERVICE WHILE SERVING AS RECRUIT DIVISION COMMANDER, BATTLE STATIONS FACILITATOR AND SEPARATIONS UNIT COUNSELOR FROM AUGUST 2012 TO MAY 2015. AS A RECRUIT DIVISION COMMANDER, SHE EXPERTLY LED TEN DIVISIONS, TRANSFORMING 770 CIVILIANS INTO HIGHLY MOTIVATED SAILORS READY FOR DUTY IN THE FLEET. HER EXCEPTIONAL EFFORTS LED TO 88 SAILORS BEING RECOGNIZED FOR THEIR ACCOMPLISHMENTS AND MERITORIOUSLY ADVANCED. AS BATTLE STATIONS FACILITATOR, SHE TRAINED 43 FACILITATORS AND LED 20,000 RECRUITS THROUGH THE BST-21 SIMULATOR WITH A 99% SUCCESS RATE. AS SEPARATIONS UNIT COUNSELOR, SHE ENSURED 100% OF THE ADMINISTRATIVE, LEGAL, AND MEDICAL REQUIREMENTS FOR 156 RECRUITS AWAITING SEPARATION FROM NAVAL SERVICE WERE MET. THROUGH HER UNSWERVING DETERMINATION, WISE JUDGMENT, AND COMPLETE DEDICATION TO DUTY, PETTY OFFICER MEYER REFLECTED CREDIT UPON HERSELF AND UPHELD THE HIGHEST TRADITIONS OF THE UNITED STATES NAVY.
MERITORIOUS SERVICE WHILE SERVING AS RECRUIT DIVISION COMMANDER AND SHIP'S IN-PROCESSING LEADING PETTY OFFICER AT RECRUIT TRAINING COMMAND, FROM OCTOBER 2012 TO FEBRUARY 2015. AS RECRUIT DIVISION COMMANDER, SHE FLAWLESSLY TRAINED FIVE DIVISIONS, TRANSFORMING 246 CIVILIANS INTO BASICALLY TRAINED AND HIGHLY MOTIVATED SAILORS READY FOR DUTY IN THE FLEET. AS A RESULT OF HER PHENOMENAL LEADERSHIP, SHE EARNED THE DISTINGUISHED LEADERSHIP AWARD AND WAS SELECTED AS RECRUIT TRAINING COMMAND'S JUNIOR SAILOR OF THE QUARTER. WHILE ASSIGNED AS SHIP'S IN-PROCESSING LEADING PETTY OFFICER, SHE SUPERVISED 11 TEMPORARY HOLDING UNIT SAILORS AND PROVIDED BERTHING FACILITIES FOR THE INITIAL PROCESSING OF 10,200 RECRUITS AND 250 RDCs. AS THE ENTERPRISE SAFETY APPLICATIONS MANAGEMENT SUPERVISOR (ESAMS) PETTY OFFICER MEYER INCREASED STAFF EDUCATIONAL REQUIREMENTS BY TEN PERCENT, EXCEEDING OCCUPATIONAL SAFETY HAZARD REQUIREMENTS, AND PLACED ALL DIRECT REPORTS, FOR 30 STAFF MEMBERS, AT A 99 PERCENT COMPLETION RATE. BY HER UNSWERVING DETERMINATION, WISE JUDGMENT, AND COMPLETE DEDICATION TO DUTY, PETTY OFFICER MEYER REFLECTED CREDIT UPON HERSELF AND UPHELD THE HIGHEST TRADITIONS OF THE UNITED STATES NAVAL SERVICE.
FOR MERITORIOUS SERVICE WHILE SERVING AS ASSISTANT MARINE OFFICER INSTRUCTOR, CARNEGIE MELLON UNIVERSITY NAVAL RESERVE OFFICERS TRAINING CORPS UNIT, NAVAL SERVICE TRAINING COMMAND, FROM JUNE 2011 TO JUNE 2014. GUNNERY SERGEANT REEHM'S INTENSE FOCUS ON THE UNIT'S TOP PRIORITY OF SUPPORTING THE MIDSHIPMEN WAS THE HALLMARK OF HIS TOUR OF DUTY. HE EMBODIED THE MARINE LEADERSHIP PHILOSOPHY OF "TEACH, COACH, TRAIN, MENTOR" AND DID SO WITHIN AN OFTEN UNCERTAIN AND HIGHLY DYNAMIC TRAINING ENVIRONMENT. HE WAS RESPONSIBLE FOR TRAINING OVER 100 MIDSHIPMEN EACH YEAR AND WAS INSTRUMENTAL IN COMMISSIONING 55 HIGHLY COMPETENT OFFICERS INTO THE UNITED STATES NAVY AND MARINE CORPS. ADDITIONALLY, HE SKILLFULLY BALANCED HIS RESPONSIBILITIES AT THE UNIT WHILE ALSO SERVING AS A DRILL INSTRUCTOR AT OFFICER CANDIDATE SCHOOL (OCS). HIS ABILITY TO DEVELOP AND TRAIN MARINE OFFICER CANDIDATES LED TO A THREE YEAR 100% OCS SUCCESS RATE, AN ACHIEVEMENT RARELY ENCOUNTERED AT THIS DEMANDING INSTITUTION. PETTY OFFICER CASPER METICULOUSLY LED THE INITIAL TRAINING OF 1,100 RECRUITS WEEKLY AND, WHILE RESPONSIBLE FOR 25 POS, EFFECTIVLEY TRAINED, MENTORED, AND TRANSFORMED 9 DIVISIONS COMPRISED OF 88 HIGHLY MOTIVATED SAILORS. SHE MAXIMIZED SAILORIZATION BY ADMINISTERING CDBs, REENLISTMENTS, AND A RETIREMENT, CONTRIBUTING TO AN OUTSTANDING ANNUAL INSPECTION AND THE AWARD OF THE RETENTION EXCELLENCE AWARD. SHE IS ACTIVELY ENGAGED WITH THE POA MESS AS THE TREASURER, MANAGES AN ANNUAL BUDGET OF 6K PER YEAR, AND RAISES OVER 2K ANNUALLY. IN ADDITION, SHE EXCELLED AT HER DUTIES AS A MASTER TRAINING SPECIALIST, ASSISTANT COMMAND DUTY OFFICER, AND SHIP'S TRAINING TEAM MEMBER.
