HE WAS THE FIRST AND ONLY SAILOR AT SWFPAC TO SUPPORT THE COMMAND DUTY OFFICER WATCHBILL, DUTY CHIEF PETTY OFFICER WATCHBILL, AND THE AUXILIARY SECURITY FORCE WATCHBILL SIMULTANEOUSLY. FURTHERMORE, HIS PERFORMANCE ON THE WHARF DECK, THE SUBMARINE, AND IN THE SERVICE UNIT RESULTED IN THE SAFE AND FLAWLESS COMPLETION OF MORE THAN 200 ORDNANCE HANDLING OPERATIONS. AS STRATEGIC WEAPONS TEAM TRAINER DIVISION OFFICER, CHIEF PAULSON PROVIDED LEADERSHIP IN THE DEVELOPMENT OF TRAINING SCENARIOS TO 14 SUBMARINE CREWS CONSISTING OF 220 OFFICERS AND ENLISTED CREWMEMBERS. AS THE STRATEGIC WEAPONS TEAM TRAINER SENIOR INSTRUCTOR, HIS ABILITY TO COACH AND MENTOR SWS TEAMS IMPROVED THE PERFORMANCE OF STRATEGIC WEAPONS EVOLUTIONS IN THE ATLANTIC FLEET TO ITS HIGHEST LEVELS IN OVER 10 YEARS. AS A MASTER TRAINING SPECIALIST (MTS), HE DEVOTED 140 HOURS OF TRAINING AND MENTORING TO OTHER INSTRUCTORS, INCLUDING THE QUALIFICATION OF OVER 10 MASTER TRAINING SPECIALISTS. AS COMMAND FITNESS LEADER, CHIEF PAULSON ENSURED TRITRAFAC MAINTAINED A PERFECT RECORD OF ZERO SAFETY INCIDENTS DURING PHYSICAL TRAINING. SENIOR CHIEF DELAPENA DISTINGUISHED HIMSELF AS AN EFFECTIVE LEADER THROUGH HIS KEEN UNDERSTANDING OF BOTH STRATEGIC WEAPONS AND ATTACK WEAPONS SYSTEMS PROGRAMS. FULFILLING THE ROLES OF BOTH FLEET LIASION AND TRAINING CHIEF, HE LED THE PROGRAM MANAGEMENT OFFICE DURING KEY TESTING OF US AND UK TRAINING SYSTEMS THAT EVENTUALLY HALTED THE INCLUSION OF A TRAINING SYSTEM THAT FAILED TO MEET THE FLEET'S STANDARDS. DUE TO HIS ACTIONS, DIRSSP WAS ABLE TO STOP ITS RELEASE AND DEVELOP A PLAN THAT MAINTAINED THE FLEET'S TRAINING AT A HIGH STATE OF READINESS WHILE TAKING THE ACTIONS NECESSARY TO MITIGATE THE SYSTEM'S FAILURES. DESPITE NUMEROUS OBJECTIONS AND PRESSURE FROM THE CONTRACTOR, HE STOOD FIRM ON DIRSSP'S STANDARD OF QUALITY PRODUCTS FOR OUR SAILORS AND UPHELD THE ADMIRAL'S PRIORITY TO REBUILD OUR REPUTATION WITH FLEET AND UK LEADERSHIP. ADDITIONALLY, SENIOR CHIEF DELAPENA FILLED IN AS HEADQUARTERS FLEET LIAISON OFFICER REPRESENTING SP23 ON NUMEROUS OCCASIONS. HE PROVIDED GUIDANCE DURING THREE FIRE CONTROL MOD SIX SSI INCREMENT ONE INSTALLATIONS, TWO SSGN VIDEO DISPLAY INSTALLATIONS, AS ACTING FLEET LIAISON IN WASHINGTON DC, AND AS FLEET OVERSIGHT DURING GUIDANCE MOD ONE SPECIAL TESTING ONBOARD USS TENNESSEE. HIS CAN-DO SPIRIT COUPLED WITH SOUND LEADERSHIP PRINCIPALS RESULTED IN THE SUCCESSFUL COMPLETION OF THE FIRST ALTERNATE BALLAST PROGRAM WORK UP COMPLETED AT TRIDENT REFIT FACILITY. IN ADDITION HE OVERSAW THREE DRY DOCKING PERIODS, TWO EXTENDED MAINTENANCE PERIODS, AND A VARIETY OF CRITICAL UNITED KINGDOM AND SSN EMERGENT REPAIRS, TOTALING OVER 5,000 JOBS AND OVER 450,000 WORK HOURS.
