Using his working knowledge of Department of Navy network operations doctrine, he developed formal processes and procedures for the Cyber Security Inspection Certification Program, aiding in the successful training and assessment of over 100 afloat and ashore commands. He also authored the first Navy Informational Assurance tactical supplement, providing Navy-Wide standardization of Computer Network Security practices where none previously existed. In coordination with Naval Education Training Command, he paved the way for a complete overhaul of the Information Systems Security Managers course to meet the needs of a modern cyber security cadre.
