-COMMUNITY INVOLVEMENT. He volunteered 18 hours with Weston Ranch high school JROTC as a judge for drill events, directly leading to five NCO. His professionalism fostered a strong, lasting relationship between the Navy and the local community, creating five new Centers of Influence.
Single-handedly changed the outlook of two failing stations. As a recruiter, DC2 recruited 36 Future Sailors into the Delayed Entry Program, the second most overall contracts written in NRD Raliegh in FY16. He personally attained 95% of his station's assigned goal which directly helped NRS Morganton attain 175% New Contract Objective, 400% Nuclear Field mission, and 300% Warrior Challenge mission. Due to his had work, NRS Morganton Was the Small Station of the Year FY16. As station LPO of NRS North Charleston, he led his station to achieve an unsurpassable recruiting pace of 160% New Contract Objective, 300% New Accession Training, 190% Upper Mental Group Test Category and 120% Nuclar Power Mission. This milestone accomplisment and increased production over FY15 was the key factor in NRD Raleigh surpassing all other major recruiting mission areas.
Through his exacting leadership, NRD Phoenix consistently attained or exceeded recruiting goals while ensuring only the highest qualified men and women were processed for Naval service. By focusing on his sailors' personal and professional developement, caused high command morale which was directly reflected through mission accomplishment.

During his duty at NRS Vancouver Petty Officer Palmer Recruited and Mentored 28 future sailors into Americas Navy. Ten of his future sailors advanced to E-3 before they entered recruit training command due to Petty Officer Palmer s mentorship and training during their time in the delayed entry program. During recruiting Americas finest he earned 4 gold wreaths before becoming the face of NROTC here at NRD Portland.
During the NROTC season of 2013 Petty Officer Palmer submitted 16 applicants to the NROTC board 13 high quality with 2 NROTC Nurse Applicants. Diversity comprised of 3 (API) Asian/Pacific Islander 1 HISP and 1 (AA) African American Nurse. He finished the season with 93% of his goal made for division 1.
During the NROTC season of 2014 Petty Officer Palmer excelled as an NROTC Recruiter submitting 20 NROTC applicants to the NROTC board. He submitted 18 high quality 4 year NROTC applicants, 1 NROTC Nurse applicant, 1 qualified NROTC applicant, plus 1 ISR totaling to 113% of NROTC Divisional Goal and 19% of 95 for the District Goal. He also met the diversity goal of 1 (AA), 3 (API), 2 (HISP). A total of 7 NROTC applicants were selected out of division 1 contributing to 26% of total selected for NROTC at NRD Portland. Petty Officer Palmer's achievements increased the NROTC production by 15% higher than last season.
During the NROTC season of 2015 Petty Officer Palmer became the Leading Petty Officer for NROTC at NRD Portland directly mentoring 7 NROTC recruiters contributing to a better start in production this season staying ahead of the game.
