Safety Officer (Collateral Duty)


As safety officer for four clinics, he was directly responsible for 120 military and civilian personnel. Noticing a gap in training, HM3 Wilbur created and presented several trainings and created and updated the clinic's MSDS to bring clinic compliance to 100%.




Served as the aviation safety officer and managed the safety management system for nine squadrons. Ran and developed an updated Wing Safety Duty Officer system that automated the reporting and tracking of over 200 discrepancies.




As Command Recreational of duty Safety Officer, provided biannual training to the entire command, during the command safety stand-down for ORM and traffic and recreational of duty safety. And provided training for all new safety officers.




- ASTUTE MANAGER. Facilitated X Enlisted Safety Council meetings with X work center safety petty officers to foster a positive command safety culture through awareness while encouraging open dialogue to address the safety concerns of Sailors.




Senior Chief successfully accomplished multiple inspections and program reviews with limited staffing to include: Explosive Safety, Training, Facilities, and Safety with outstanding results. Additionally, as Training Safety Officer, he planned and coordinated emergency action plan procedures, drills, and training resulting in zero training mishaps.

TALENTED LEADER - Managed the Command's Safety Program for 350+ Sailors while leading a team of seven Safety Department Reps. Kept ESAMS up-to-date with weekly scrubs and maintained over 90% compliance on all safety training throughout the Command. Bolstered Fleet Readiness by coordinating monthly CPR trainings to ensure EIWS and ACFL requirements were fulfilled resulting in 10 new CPR qualified sailors, 3 EIWS and 1 ACFL.
TECHNICAL EXPERT - As a training manager, she demonstrated exceptional knowledge and expertise by drafting four SOPs, scheduling more than 50 training hours and developing a new Tier 3 JQR to train 70+ joint service and civilian personnel, resulting in seven additional watch-standers and 10 deployable-ready personnel to support NSA assets overseas.
GIFTED MENTOR - As a Divisional Career Counselor, she directly impacted the Navy's retention by aiding sailors in the completion of six CWAY applications, four PRD extensions and the flawless execution of four reenlistments accruing over $40K in SRBs. She coordinated the participation of 10 first ascension sailors in the FTSW and completed six CDBs resulting on two USMAP and CompTIA certs enrollments and two special programs applications.

MISSION ORIENTED. As Primary Safety Representative of PPS, he ensured the safety of his fellow staff by maintaining a 98.02% compliance for safety trainings. As a result of the high compliance percentage, there have been zero incidents within his section. He also conducted 3 safety inspections resulting in zero deficiencies, creating a safe and hostile free environment to work in.




As VQ-1 Safety Representative, he oversaw the completion of more than 200 work center safety inspections, 139 fire bottle inspections and 76 eye wash station inspections.




- KEY PLAYER. As the Divisional Safety Petty Officer, spent numerous hours inspecting 170 spaces for zone inspections as well as ensuring V-1 Division is in accordance with NAVOSH programs. Ensured 100 percent safety compliance while increasing the material readiness condition of the ship.

- MATURE FORESIGHT. Ensured the safety of 20,000 U.S. and coalition service members through 23 health and sanitation inspections. These efforts were in support of combat operations and directly responsible for maintaining force strength.




Demonstrated exceptional innovation and managerial skills by creating, implementing, and coordinating a very effective and efficient divisional zone inspection program. Since the program's inception, 234 safety, preservation, and material deficiencies were identified and corrected, resulting in a significant improvement in safety, equipment operational readiness, and overall material condition of the Nuclear Support Facility (NSF).




Displayed exceptional initiative and commitment to safety while working in the Safety Department. His dedication to duty and work ethic directly contributed to the command receiving 2018 and 2019 CNO Safety awards and led to an unprecedented 93% ESAMS operational readiness status. As the respirator program manager, trained and administered 11 initial respirator qualifications and 12 requalifications for 30 personnel.




As Squadron One's boat Safety Officer, he ensured the safe qualification and operation of riverine Patrol Boats and Live weapons fire and significantly enhanced the combat readiness for Riverine Squadron One and Two in preparation for the first Iraq deployment and the involvement against Global War on Terrorism.
