Enlisted Information Warfare Specialist (EIWS) Program
Assisted Afloat Readiness team with NAVIFOR IW connect newsletter. This monthly newsletter is distributed to over 2,000 Information Warfare personnel, listing critical trainings and updates regarding all warfare domains. Actively researched IW updates from Naval Messages to gather relevant information for the newsletter, spending over 10 hours of off duty time to complete.
-TRAINING EXPERT. Overhauled the command EIWS program to align with NAVIFOR guidance; conducted a full program and command specific JQR rewrite which resulted in 39 earned EIWS qualifications and an 83% Command qualified rate. Coordinated the delivery of 24 Training sessions for command personnel to include EIWS, GMT, and Intelligence training including ensuring N5 Department 100% compliance with Quarterly GMT requirements.
Proposed, developed, and implemented the next generation of the NIOC Maryland EIWS program's personnel management system supporting over 1600 Sailors. Eliminated six short falls and two redundancies from the previous system and modernized the program. Allowed command, directorate, departmental, and divisional coordinators to seamlessly manage their personnel and launch reports, providing accurate updates to leadership. Provided increased security through the use of dual authentication.
As Departmental EIWS coordinator, Petty Officer Offal implemented the next generation command EIWS tracking system supporting nearly 1900 Sailors. System allowed multiple users, standardized data entry, automated reports, and increased security at zero cost to the command. Allowed coordinators to seamlessly manage their personnel and provide precise and timely updates to leadership. These efforts completely revolutionized the program and is a long term solution with scalability for use at other Information Warfare Community Commands.
As the Enlisted Information Warfare Lead Petty Officer, IS1 Caulfield successfully established NCIS 0166's EIWs program and became the first member to receive the EIWs pin through the unit's program. He ensured unit members' maximum participation and comprehension by developing 15 condensed EIWs briefings to maximize retention.
SHE DEMONSTRATED EXCEPTIONAL LEADERSHIP IN MANAGING XX SAILORS AND PRODUCING 49 EIWS WARRIORS BOLSTERING 70% QUALIFICATIONS FOR THE DEPARTMENT WITH ZERO DELINQUENCIES.
