PROFESSIONAL ACHIEVEMENT IN THE SUPERIOR PERFORMANCE OF HIS DUTIES WHILE SERVING AS AIRCRAFT AVIONICS TECHNICIAN AND TOOL ROOM NON COMMISSIONED OFFICER IN CHARGE, MARINE MEDIUM TILTROTOR SQUADRON 162, MARINE AIRCRAFT GROUP 26, 2D MARINE AIRCRAFT WING FROM AUGUST 2021 TO JUNE 2023. DURING THIS PERIOD, SERGEANT RUSHMORE OVERSAW OVER 1600 HOURS OF AVIONICS MAINTENANCE ON MORE THAN 20 MV-22B OSPREY AIRCRAFT AND COMPLETED AND ENSURED THE QUALITY ASSURANCE OF MORE THAN 1,000 MAINTENANCE ACTION FORMS. ADDITIONALLY, HIS EXCEPTIONAL ATTENTION TO DETAIL AND EXPERIENCE WERE INSTRUMENTAL IN THE OUTSTANDING EMBARKATION AND DEBARKATION OF ALL AVIONICS SUPPORT EQUIPMENT, RESULTING IN ZERO DAMAGE OR LOSS OF SUPPORT CAPABILITY FOR THE 24TH MARINE EXPEDITIONARY UNIT. MOREOVER, HIS ORGANIZATIONAL SKILLS AND PROVEN PERFORMANCE LED TO HIS ASSIGNMENT TO SUPERVISE THE SQUADRON'S TOOL ROOM, GROUND SUPPORT EQUIPMENT, AND INDIVIDUAL MATERIAL READINESS LIST ASSETS. HE QUICKLY IDENTIFIED OVER 450 DISCREPANCIES AND WORKED WITH EXTERNAL ORGANIZATIONS TO PROPERLY DISPOSE OF, REWORK, AND REPLACE MISSION CRITICAL EQUIPMENT UNTIL ALL DISCREPANCIES WERE ELIMINATED. SERGEANT RUSHMORE'S BOLD LEADERSHIP, WISE JUDGEMENT, AND DEDICATION TO DUTY REFLECTED CREDIT ON HIM AND WERE IN KEEPING WITH THE HIGHEST TRADITIONS OF THE MARINE CORPS AND THE UNITED STATES NAVAL SERVICE.

PROFESSIONAL ACHIEVEMENT IN THE SUPERIOR PERFORMANCE OF HIS DUTIES WHILE SERVING AS GUAM DETACHMENT OFFICER IN CHARGE FOR UNMANNED PATROL SQUADRON ONE NINE AND FOR HIS EFFORTS DURING SUPER TYPHOON MANGKHUT FROM 4 SEPTEMBER TO 11 SEPTEMBER 2018. PERFORMING HIS DUTIES IN AN EXEMPLARY AND HIGHLY PROFESSIONAL MANNER, CHIEF PETTY OFFICER BOURGEOIS LED THREE SAILORS, TWO MARINES, AND TWO SOLDIERS IN STOWAGE AND CUSTODY OF MULTIPLE ITEMS DURING SUPER TYPHOON MANGKHUT, TO INCLUDE THE ENTIRE JOINT REGION MARIANAS THEATER HIGH ALTITUDE AIR DEFENSE SYSTEM COMPRISED OF OVER 50 PIECES OF GEAR; THREE U.S. AIR FORCE AIRCRAFT; AND 36 PALLETS OF VALUABLE EQUIPMENT FROM BOTH THE NAVY AND THE FEDERAL EMERGENCY MANAGEMENT AGENCY. FUTHERMORE, CHIEF PETTY OFFICER BOURGEOIS AND HIS TEAM STOOD THE WATCH IN A PREVIOUSLY UNTESTED HANGAR DURING A CATEGORY 3 TYPHOON, ASSESSING AND REPAIRING DAMAGE THROUGHOUT THE STORM AND PROVIDING USEFUL LESSONS LEARNED FOR THE FUTURE OF TRITON OPERATIONS FROM GUAM. CHIEF PETTY OFFICER BOURGEOIS' MANAGERIAL ABILITY, PERSONAL INITIATIVE AND SELFLESS DEVOTION TO DUTY REFLECTED CREDIT UPON HIMSELF AND WERE IN KEEPING WITH THE HIGHEST TRADITIONS OF THE UNITED STATES NAVAL SERVICE.
FOR PROFESSIONAL ACHIEVEMENT IN THE SUPERIOR PERFORMANCE OF HIS DUTIES WHILE SERVING AS NON-COMMISSIONED OFFICER IN CHARGE, COMMUNICATIONS / NAVIGATION / WEAPONS SYSTEMS WORK CENTER, MARINE ALL WEATHER FIGHTER ATTACK SQUADRON 242, MARINE AIRCRAFT GROUP 12, 1ST MARINE AIRCRAFT WING FROM APRIL 2014 TO AUGUST 2016. DURING THIS PERIOD, SERGEANT MAYS' EXTRAORDINARY LEADERSHIP AND INITIATIVE LEAD TO THE REPAIR OF 332 MAINTENANCE ACTIONS TOTALING OVER 350 MAN HOURS. THESE ACTIONS DIRECTLY CONTRIBUTED TO THE COMPLETION OF 5,256 SORTIES. HIS CLOSE SUPERVISION LED TO THE DEVELOPMENT OF 23 AVIONICS TECHNICIANS AND THE ATTAINMENT OF MORE THAN 40 QUALIFICATIONS IN THE AVIONICS DIVISION. SERGEANT MAYS' INITIATIVE, PERSEVERANCE, AND TOTAL DEDICATION TO DUTY REFLECTED CREDIT UPON HIMSELF AND WERE IN KEEPING WITH THE HIGHEST TRADITIONS OF THE MARINE CORPS AND THE UNITED STATES NAVAL SERVICE.
FOR MERITORIOUS SERVICE WHILE SERVING IN SPECIAL PROJECTS PATROL SQUADRON TWO, FROM -------- TO --------. AS LEADING CHIEF PETTY OFFICER FOR THE LINE DIVISION, HE SUPERVISED THE TRAINING AND QUALIFICATION OF SIX NEW LINE HANDLERS, RAISING SQUADRON READINESS BY 50 PERCENT IN LESS THAN 90 DAYS. WHILE ASSIGNED AS QUALITY ASSURANCE DIVISION LEADING PETTY OFFICER, HE SUCCESSFULLY LED 10 QARs THROUGH 57 PROGRAM AUDITS, ACHIEVING A GRADE OF 95 PERCENT "ON TRACK" WITH MINIMAL DISCREPANCIES RESULTING IN THE SQUADRON'S MOST SUCCESSFUL AVIATION MAINTENANCE INSPECTION (AMI) ON RECORD. AS A SPECIAL SENSOR OPERATOR, HE SUCCESSFULLY COMPLETED 98 MISSION FLIGHTS TOTALING XXX COMBAT HOURS AND PROVIDED CRITICAL TIME SENSITIVE INTELLIGENCE TO TASK FORCE COMMANDERS, LEADING TO THE KILL OR CAPTURE OF XX HIGH VALUE INDIVIDUALS. AS THE SQUADRON DRUG AND ALCOHOL PROGRAM ADVISOR (DAPA), CHIEF SIMS RAISED AWARENESS, PROVIDED RECURRING TRAINING TO 224 SQUADRON PERSONNEL AND REDUCED INCIDENTS BY 50 PERCENT. BY HIS NOTEWORTHY ACCOMPLISHMENTS, PERSEVERANCE AND DEVOTION TO DUTY, CHIEF SIMS REFLECTED CREDIT UPON HIMSELF AND UPHELD THE HIGHEST TRADITIONS OF THE UNITED STATES NAVAL SERVICE.
FOR MERITORIOUS SERVICE WHILE SERVING AS THE AVIONICS DIVISION CHIEF IN THE NAVY'S LARGEST FLEET REPLACEMENT SQUADRON, HE FLAWLESSLY LED 121 SAILORS, MARINES, AND CIVILIAN TECHNICIANS IN MAINTAINING 66 F/A-18 AIRCRAFT AROUND THE CLOCK. CHIEF PARKER'S EFFORTS ALLOWED THE COMMAND TO COMPLETE 29 TRAINING DETACHMENTS WHILE EXECUTING 7,366 SORTIES, 11,523 FLIGHT HOURS, AND QUALIFYING 134 FLEET REPLACEMENT AIRCREW. AS THE AVIONICS DIVISION CHIEF, HE PROVIDED EXPERT GUIDANCE ON 14 NAMP PROGRAMS WHICH RESULTED IN THE COMMAND'S OUTSTANDING RESULTS DURING THE COMMANDER NAVAL AIR FORCES AVIATION MAINTENANCE INSPECTION. ADDITIONALLY, HE ESTABLISHED THE DEPARTMENT'S SHOOTER SHACK WHERE HE ENSURED 17 MAINTAINERS FROM VARIOUS RATINGS WERE CROSS TRAINED DURING A DEMANDING TWO WEEK SCHEDULE. BY HIS NOTEWORTHY ACCOMPLISHMENTS, PERSEVERANCE AND DEVOTION TO DUTY, CHIEF PARKER REFLECTED CREDIT UPON HIMSELF AND UPHELD THE HIGHEST TRADITIONS OF THE UNITED STATES NAVAL SERVICE.
