DURING THIS PERIOD, CHIEF PETTY OFFICER HOLLY MANAGED DAILY TASKINGS FOR 28 OPERATORS AT HOMEPORT AND IN OKINAWA, ENSURING THE SAFE OPERATION OF 708 CIVIL ENGINEERING SUPPORT EQUIPMENT (CESE) UNITS IN SUPPORT OF BATTALION OPERATIONS. DURING THIS PERIOD, PETTY OFFICER CIELO SKILLFULLY LED FIVE SAILORS IN ORCHESTRATING 150 SEAMLESS MOVEMENTS OF 1,660 PERSONNEL AND 1,500,000 POUNDS OF VITAL CARGO ACROSS FIVE COMBATANT COMMANDERS AREAS OF OPERATION AND TEN REMOTE SITES, BOLSTERING MISSION SUPPORT FOR SIXTH FLEET OPERATIONS. IN ADDITION, HE EFFICIENTLY RESOLVED OPERATIONAL HINDRANCES FOR DETAIL GHANA THROUGH THREE CRITICAL GEAR MOVEMENTS, REINFORCING FLEET READINESS AND ENHANCING MISSION SUCCESS. AS ONE OF ONLY THREE NATO CUSTOM CLEARANCE OFFICERS, HE CERTIFIED 123 MISSION ESSENTIAL CUSTOMS DOCUMENTS THROUGHOUT U.S. EUROPEAN COMMAND AND U.S. AFRICA COMMAND AREAS OF RESPONSIBILITY (AOR). DURING THIS PERIOD, PETTY OFFICER UMPHENOOR PERFORMED HIS DEMANDING DUTIES IN AN EXEMPLARY AND HIGHLY PROFESSIONAL MANNER. EO1 Rooseveldt is strongly recommended for the Navy and Marine Corps Commendation Medal for meritorious service as Alfa Company Training Chief, Naval Mobile Construction Battalion TWO-FIVE, from September 2012 to August 2013. His specific accomplishments include:

- As Company Trainer, he utilized time management to ensure that the company was effectively trained and prepared during the months leading up to Battalion's ULTRA "C" Training Exercise, directly contributing to the battalion's success during the ULTRA "C" Exercise.

- As License Trainer, leading up to the ULTRA "C" Exercise, he expertly coordinated with the Training Department and Company Training Chiefs to ensure all Civil Engineering Support Equipment (CESE) training hours and licenses were achieved to support numerous ULTRA "C" convoys and missions.

- As Alfa Company Representative during ULTRA "C", he worked tirelessly with the ULTRA "C" Assistant Officer-In-Charge (AOIC) and the other Company Training Chiefs to coordinate the classes for 367 Seabees (112 Alfa types) with Class Leaders and review prerequisites. This was concurrent with his efforts of monitoring CESE training, working with the Convoy Commander and Assistant, and organizing a support group for the 941.2 Field Training Exercise (FTX) at Camp Roberts.

- As the battalion's only Armorer during ULTRA "C", he assisted with weapons check out, pre- and post fire checks, maintenance, and the return of thirty M4s, four M240Bs, two M9s, and numerous night vision devices and collateral. In addition, he was one of two Deadly Force qualified personnel to assist in the safe movement of the troops with weapons on the 230 mile trip to and from Camp Roberts for the Squad Leaders FTX.

- He further collaborated during ULTRA "C" with the Transportation Supervisor and the License Examiners for CESE to have instructors readily available in the yard for Seabees who were between classes and needed more stick time experience.

- As Alfa Company Trainer during the Battalion Command Post Exercise (CPX), he coordinated the training for 50 Seabees during their Detachment (DET) Swing up to Fort McCoy which included Command Post (CP) Watch Standing, Entry Control Point (ECP) Procedures, Weapons, Enemy Prisoners of War (EPW) Handling, and Convoys. This included preparation of setting up the CP, Watch Bills, CESE, and acquisition of weapons, communications equipment and 782 gear. Under his instruction there were two successful convoys that allowed further training in project reconnaissance.

- As an outgoing Training Representative, he personally worked in conjunction with the Recruit Training Command (RTC) Range at Naval Station Great Lakes and the 31st Seabee Readiness Group (SRG) to plan a training evolution which qualified 12 Seabees along with 14 Small Arms Marksmanship Instructors (SAMI) from RTC.

- As a mentor, he is actively engaged with junior troops as a Range Coach and is an advocate for the Seabee Combat Warfare Program (SCW). During ULTRA "C", he taught three SCW classes and participated in two murder boards. At Fort McCoy, he assigned and trained members in positions during training exercises to ensure the success of the individual, company, and battalion. This action further prepared the individual for their murder and final boards.

- As License Examiner, after an unforeseen vacancy, he assigned and trained two new examiners. Then he coordinated a complete reorganization of the records system, purging over 300 files of Seabees who have left the battalion. As a result of this effort, 300 training licenses were issued, with licenses gained for the 11K, Bus, Medium Tactical Vehicle Replacement (MTVR), High-Mobility Multipurpose Wheeled Vehicle (HMMWV), Front End Loader, and Tractor Trailer.

EO1 Rooseveldt's mentorship and incomparable desire to improve company readiness is apparent in all his actions. He significantly contributed to the achievement of the battalion's mission. His accomplishments greatly contributed to producing outstanding Seabees. His contributions merit the special recognition inherent in the Navy and Marine Corps Commendation Medal.
