PROFESSIONAL ACHIEVEMENT IN THE SUPERIOR PERFORMANCE OF HIS DUTIES WHILE SERVING AS AN INSTRUCTOR AT THE CENTER FOR SEABEES AND FACILITIES ENGINEERING (CSFE), FORT LEONARD WOOD, MISSOURI FROM AUGUST 2022 THROUGH SEPTEMBER 2024. DURING THIS PERIOD, STAFF SERGEANT COLLINS PERFORMED HIS DUTIES IN AN EXEMPLARY AND HIGHLY PROFESSIONAL MANNER. HE PERSONALLY DELIVERED ENGINEERING CURRICULUM TO OVER 300 STUDENTS, RESULTING IN 30 STUDENTS RECEIVING ACCELERATED ADVANCEMENT AND LEADING TO HIS SELECTION AS NAVAL EDUCATION AND TRAINING COMMAND'S 2023 JUNIOR ENLISTED INSTRUCTOR OF THE YEAR. BY HIS UNSWERVING DETERMINATION, WISE JUDGEMENT, AND DEDICATION TO DUTY, STAFF SERGEANT COLLINS REFLECTED GREAT CREDIT UPON HIMSELF AND THE UNITED STATES NAVAL SERVICE.




PROFESSIONAL ACHIEVEMENT AS SAFETY CHIEF FOR CONSTRUCTION BATTALION MAINTENANCE UNIT TWO ZERO TWO FROM APRIL 2011 TO AUGUST 2014. DURING THIS PERIOD, PETTY OFFICER SARDOON'S DILIGENT PERFORMANCE AS SAFETY CHIEF BECAME EVIDENT DURING THE BATTALION'S ANNUAL INSPECTION WHEN THE SAFETY PROGRAM WAS RECOGNIZED AS EXCEEDING STANDARDS. AS PROJECTS SAFETY INSPECTOR, HE CONDUCTED 456 DAILY INSPECTIONS ON FIVE ONGOING PROJECTS WHICH FACILITATED ZERO CLASS C OR ABOVE MISHAPS. ADDITIONALLY, DURING HIS TIME AT THE COMMAND, HE RECEIVED NEC QUALIFICATIONS AS 6021 MISHAP INSPECTOR, 5959 HAZMAT COORDINATOR, AND NAVAL SAFETY INSPECTOR. AS THE COMMAND MOTORCYCLE COORDINATOR, HE ENSURED ALL RIDERS STAYED UP TO DATE WITH THEIR QUALIFICATIONS AND TRAINING. AS CREW LEADER IN SUPPORT OF TWO NAVAL CONSTRUCTION DIVISION COMMAND POST EXERCISES, HE LED A CREW OF 12 PERSONNEL IN THE SET UP, MAINTENANCE, AND REMOVAL OF 14 BASE-X SHELTER SYSTEMS WHICH WERE KEY COMPONENTS DURING EACH EXERCISE. FINALLY, AS A CREW MEMBER ON LC6-806, HE INSTALLED 400 LINER FEET OF RST AND PLACED 370 CUBIC YARDS OF CONCRETE. PETTY OFFICER SARDOON'S EXCEPTIONAL PROFESSIONALISM, UNRELENTING PERSEVERANCE AND LOYAL DEVOTION TO DUTY REFLECTED CREDIT UPON HIMSELF AND WERE IN KEEPING WITH THE HIGHEST TRADITIONS OF THE UNITED STATES NAVAL SERVICE.




FOR MERITORIOUS SERVICE WHILE SERVING AS OFFICER IN CHARGE OF THE NAVAL MOBILE CONSTRUCTION BATTALION TWO TWO, FORT CARSON DETACHMENT FROM 11 OCTOBER 2020 TO 19 MARCH 2023. DURING THIS PERIOD, CHIEF PETTY OFFICER JULIAN STEIN DEMONSTRATED OUTSTANDING LEADERSHIP AND COMMITMENT TO DEVELOPING AND SUPPORTING THE SAILORS OF HIS DETACHMENT. HE OVERSAW THE GROWTH OF THE DETACHMENT FROM 34 TO 49 SAILORS WHILE MAINTAINING ADMINISTRATIVE SUPPORT, MORALE AND READINESS. IN ADDITION, HE CONDUCTED OVER 30 CAREER DEVELOPMENT BOARDS, PLANNED AND EXECUTED THREE CONSTRUCTION PROJECTS TO PROVIDE IN-RATE TRAINING DURING DRILL WEEKENDS, AND HELPED FOUR SAILORS ACHIEVE THEIR SEABEE COMBAT WARFARE QUALIFICATION. FINALLY, WHILE ACTING AS THE AIR CELL NCOIC DURING THE 2023 RELIEF IN PLACE/ TRANSFER OF AUTHORITY (RIP/TOA), HE COORDINATED 13 CARGO MOVEMENTS, SIX CUSTOMS INSPECTIONS, AND THREE JOINT INSPECTIONS LEADING TO THE REDEPLOYMENT OF 29 ISU CONTAINERS AND 160,000 POUNDS OF CARGO. CHIEF PETTY OFFICER STEIN'S ACHIEVEMENTS AS FORT CARSON DETACHMENT OFFICER IN CHARGE REFLECTED GREAT CREDIT UPON HIM AND WERE IN KEEPING WITH THE HIGHEST TRADITIONS OF THE UNITED STATES NAVAL SERVICE.




MERITORIOUS SERVICE WHILE SERVING AS THE SENIOR LIEUTENANT ON BOARD NAVAL MOBILE CONSTRUCTION BATTALION ELEVEN FROM OCTOBER 2022 TO MARCH 2023. LIEUTENANT MAXWELL'S MISCALCULATED ESTIMATIONS AND INATTENTION TO DETAIL FOR A FAIRLY SIMPLE PROJECT TO REFINISH THE OUTDOOR PATIO AT THE OFFICER'S BARRACKS ENSURED PRECIOUS LIBERTY TIME WAS WASTED ON THE AFTERNOON AND WEEKEND FOR ALL FELLOW WARDROOM MEMBERS BELOW THE RANK OF LIEUTENTANT COMMANDER. DUE TO HIS MISCALCULATIONS AND LACKLUSTER PERFORMANCE, MULTIPLE PROCUREMENTS WERE MADE TO OBTAIN THE AMOUNT OF PAINT NECESSARY TO ADEQUATELY COMPLETE THE PROJECT. ADDITIONALLY, THE DUTY OF DEVELOPING AND IMPLEMENTING A NEW BATTALION EQUIPMENT EVALUATION PROGRAM STICKER SYMBOLIZING THE PRIDE OF NAVAL MOBILE CONSTRUCTION BATTALION ELEVEN WAS SMARTFULLY DELEGATED TO A COMPETENT FELLOW JUNIOR OFFICER, FURTHER EXEMPLIFYING HIS ABILITY TO DO AS LITTLE WORK AS POSSIBLE. HIS UNRELENTING SPIRIT AS A GOOD IDEA FAIRY REFLECTED PAIN AND MISERY UPON HIS FELLOW OFFICERS AND WERE IN KEEPING WITH THE HIGHEST TRADITIONS OF DELEGATION, SELFISHNESS AND POOR PLANNING AND ESTIMATION.




MERITORIOUS SERVICE WHILE SERVING AS COMPANY COMMANDER FOR NAVAL MOBILE CONSTRUCTION BATTALION ELEVEN, GULFPORT, MISSISSIPPI, FROM SEPTEMBER 2021 TO FEBRUARY 2023. DURING THIS PERIOD, LIEUTENANT RUDOLF EXPERTLY LED 47 SAILORS IN THE MAINTENANCE AND REPAIR OF MORE THAN 400 PIECES OF CIVIL ENGINEER SUPPORT EQUIPMENT (CESE) VALUED AT OVER EIGHTY MILLION DOLLARS ACROSS THREE ISLANDS, ENABLING AND SUSTAINING JOINT FLEET MANEUVERABILITY AND RECEPTION, STAGING, ONWARD MOVEMENT AND INTEGRATION (RSO&I) CAPABILITIES IN THE SEVENTH FLEET AOR. IN ADDITION, BECAUSE OF THE UNIT'S SUCCESS DURING THE PLANNING AND EXECUTION OF 73 MOVEMENTS, NMCB-11 BECAME THE NAVY'S PREMIER OPTION FOR MOBILITY AND HORIZONTAL CONSTRUCTION FOR 17 UNITS. FINALLY, WHILE SERVING AS WATERFRONT CONSTRUCTION COMPANY COMMANDER, HE SUPERVISED 30 SEABEES IN THE SWIFT EXECUTION OF PORT DAMAGE REPAIR PROJECTS, ENSURING SUSTAINED HARBOR OPERATIONS IN THE EVENT OF A MAJOR COMBAT OPERATION (MCO). LIEUTENANT RUDOLF'S EXCEPTIONAL PROFESSIONALISM, UNRELENTING PERSEVERANCE, AND LOYAL DEDICATION TO DUTY REFLECTED CREDIT UPON HIMSELF AND WERE IN KEEPING WITH THE HIGHEST TRADITIONS OF THE UNITED STATES NAVAL SERVICE.
