FOR OUTSTANDING ACHIEVEMENT AS SECURITY DEPARTMENT KENNEL MASTER AND KENNEL LEADING CHIEF PETTY OFFICER WHILE ASSIGNED TO U.S. NAVAL AIR STATION, SIGONELLA, ITALY FROM APRIL 2009 TO AUGUST 2012. CHIEF GINLEY DISTINGUISHED HIMSELF AS AN INSPIRATIONAL LEADER WHO HAD A DIRECT AND POSITIVE IMPACT ON THE SIGONELLA MISSION, EXPEDITIONARY MISSIONS IN IRAQ AND AFGHANISTAN, AND THROUGHOUT THE CNREURAFSWA AREA OF RESPONSIBILITY. AS THE MWD KENNEL LEADING CHIEF PETTY OFFICER, HE PROVIDED INTRUSIVE LEADERSHIP AND GUIDANCE TO 25 SAILORS AT EUROPE'S LARGEST SECURITY KENNEL. HIS EFFORTS ENABLED THE COMMAND TO WIN THE 2010 EUROPEAN COMMAND INSTALLATION ANTITERRORISM AWARD AND RUNNER UP FOR THE CHAIRMAN, JOINT CHIEFS OF STAFF AWARD THROUGHOUT THE ENTIRE DEPARTMENT OF DEFENSE. CHIEF GINLEY OVERSAW ALL ASPECTS OF LAW ENFORCEMENT AND FORCE PROTECTION OPERATIONS IN THE KENNELS, WHICH WAS GENERALLY COMPRISED OF FIRST AND SECOND TERM SAILORS. AS A RESULT OF HIS PROACTIVE MENTORSHIP, HE ACHIEVED A 12 PERCENT ADVANCEMENT RATE AND A 25 PERCENT REENLISTMENT RATE, WHICH CONTRIBUTED TO THE COMMAND'S SELECTION TO THE COMMANDER, NAVAL INSTALLATIONS COMMAND RETENTION HONOR ROLL. HIS SUPERIOR PERFORMANCE OF DUTY DURING THIS TOUR HIGHLIGHTS THE CULMINATION OF 21 YEARS OF HONORABLE AND DEDICATED SERVICE. THE EXCEPTIONAL PROFESSIONAL ABILITY, STEADFAST INITIATIVE, AND SELFLESS DEDICATION TO DUTY EXHIBITED BY CHIEF GINLEY REFLECTS GREAT CREDIT UPON HIMSELF AND UPHELD THE HIGHEST TRADITIONS OF THE UNITED STATES NAVAL SERVICE.
MERITORIOUS SERVICE IN THE PERFORMANCE OF HIS DUTIES AS KENNEL MASTER, SECURTIY DEPARTMENT, NAVAL WEAPONS STATION YORKTOWN, VIRGINIA FROM MAY 2018 TO SEPTEMBER 2021. DURING THIS PERIOD, PETTY OFFICER CADY GUIDED HIS KENNEL THROUGH TWO REGIONAL ASSESSMENTS AND ONE NCIS STAAT ASSESSMENT, RECEIVING A GRADE OF SATISFACTORY AND ACHIEVING A GRADE OF ONE HUNDRD PERCENT WITH HIS ASSIGNED MILITARY WORKING DOGS. ADDITIONALLY, DEMONSTRATING EXEMPLARY EXPERTISE, HE SERVED AS A BOARD MEMBER FOR THE CNRMA REGIONAL EXPLOSIVE SAFETY QUALIFICATION AND CERTIFICATION PROGRAM FOR WHICH HE REVISED THE REGIONAL EXPLOSIVE STANDARD OPERATING PROCEDURE AND OVERSAW THE PERSONAL QUALIFICATION PROGRAMS AND PERSONNEL QUALIFICATION BOARDS FOR FOUR SEPERATE NAVAL INSTALLATIONS. FURTHERMORE, HE SECURED FUNDING FOR A KENNEL PROJECT FOR WHICH HE MANAGED THE ACQUISITION AND DESIGN OF THE NEW KENNEL. FINALLY, HE COMPLETED FIVE UNITED STATES SECRET SERVICE MISSIONS, PROVIDING DIRECT SUPPORT FOR THE PRESIDENT AND VICE PRESIDENT OF THE UNITED STATES. PETTY OFFICER CADY'S DISTINCTIVE ACCOMPLISHMENTS, PERSEVERANCE, AND STEADFAST DEVOTION TO DUTY REFLECT CREDIT UPON HIMSELF AND UPHELD THE HIGHEST TRADITIONS OF THE UNITED STATES NAVAL SERVICE.
AS THE INTERIM KENNEL MASTER AND LEADING PETTY OFFICER OF THE MILITARY WORKING DOG (MWD) DIVISION, MA2 CARROTHERS SUPERVISED ALL DIVISIONAL TRAINING, EXPLOSIVE PROGRAMS, AND ADMINISTRATIVE DUTIES. MA2 CONDUCTED HIMSELF AT A PETTY OFFICER FIRST CLASS LEVEL BY FULFILLING A HIGHER IMPACT BILLET WITHOUT THE NEC OF A KENNEL MASTER DURING OPERATION INHERENT RESOLVE. LEADING THE SUCCESSFUL TRANSFER OF FOUR MILITARY WORKING DOGS FROM NSA BAHRAIN TO ISA AIR BASE FOR THE INSTALLATION'S MWD PROGRAM, HE GAINED $150,000 IN WORKING DOG ASSETS. ADDITIONALLY, HE OVERSAW THE DAY-TO-DAY OPERATIONS OF THREE MWD HANDLERS, ONE QUALIFIED KENNEL SUPPORT, AND FOUR MWDS RESULTING IN OVER 3,000 HOURS OF DETECTION TRAINING AND UTILIZATION, OVER 125 RANDOM ANTI-TERRORISM MEASURES, OVER 1,200 AREA SWEEPS, TWO EMERGENCY CALLS TO SERVICE FOR SUSPICIOUS AND UNATTENDED BAGS AT VEHICLE INSPECTION SITES, ONE SECURITY DEPARTMENT DRILL AS BLUE FORCE MWD TEAM, QUALIFYING ONE KENNEL SUPPORT AND ONE EXPLOSIVE TEAM MEMBER, FIVE KENNEL FACILITY VETERINARY INSPECTIONS WITH APPROXIMATELY $20,000 IN KENNEL COMPOUND UPGRADES TO BRING THE FACILITY INTO COMPLIANCE, AND A COMPLETE OVERHAUL AND REWRITE OF THE MWD STANDARD OPERATING PROCEDURE. BY HIS NOTEWORTHY ACCOMPLISHMENTS, PERSEVERANCE, AND LOYAL DEVOTION TO DUTY, MA2 CARROTHERS REFLECTED GREAT CREDIT UPON HIMSELF AND UPHELD THE HIGHEST TRADITIONS OF THE UNITED STATES NAVAL SERVICE.
MERITORIOUS SERVICE WHILE SERVING AS KENNEL MASTER, NAVAL STATION ROTA, SPAIN. DURING THIS PERIOD, MA1 JULES PERFORMED HIS DEMANDING DUTIES IN AN EXEMPLARY AND HIGHLY PROFESSIONAL MANNER. PETTY OFFICER JULES SKILLFULLY DIRECTED THE DAILY OPERATIONS OF EIGHT MILITARY WORKING DOG TEAMS, PROVIDING EXPLOSIVE AND DRUG DETECTION SECURITY FOR 13 U.S. AND SPANISH WARSHIPS, 130 TRANSITING NATO VESSELS, AND SIX DISTINGUISHED VISITOR VISITS, TO INCLUDE THE CNO. AS KENNEL MASTER, HE LED EIGHT MILITARY WORKING DOG TEAMS CONSISTING OF MILITARY AND CIVILIAN LAW ENFORCEMENT PERSONNEL, CONDUCTING MORE THAN 2,000 HOURS OF EXPLOSIVE AND DRUG DETECTION UTILIZATION. IN ADDITION, UNDER HIS OUTSTANDING LEADERSHIP, HE PRODUCED FIVE ADVANCEMENTS, 10 EXPLOSIVE HANDLING QUALIFICATION AND CERTIFICATIONS, ONE BLUE JACKET OF THE QUARTER, AND ONE JUNIOR SAILOR OF THE QUARTER NOMINATION. PETTY OFFICER JULES' DISTINCTIVE ACCOMPLISHMENTS, PERSEVERANCE, AND STEADFAST DEVOTION TO DUTY REFLECTED CREDIT UPON HIMSELF AND UPHELD THE HIGHEST TRADITIONS OF THE UNITED STATES NAVAL SERVICE.
