HIS OUTSTANDING MILITARY BEARING AND TEAMWORK SET THE EXAMPLE TO EMULATE AS PROVEN BY HIS SUCCESS IN HIS DUTIES AS COMMAND FITNESS LEADER FOR TWO CYCLES, DMHRSI COORDINATOR FOR 40 PERSONNEL WITH ZERO REJECTIONS, AND CLINIC CUSTOMER SERVICE REPRESENTATIVE RESPONSIBLE FOR A 400% INCREASE IN COMPLETED SURVEYS. PETTY OFFICER DEY'S INITIATIVE, PERSEVERANCE, AND LOYAL DEVOTION TO DUTY REFLECTED GREAT CREDIT UPON HIMSELF AND WERE IN KEEPING WITH THE HIGHEST TRADITIONS OF THE UNITED STATES NAVAL SERVICE.




MERITORIOUS SERVICE WHILE SERVING AS BEHAVIORAL HEALTH TECHNICIAN AND WORK CENTER SUPERVISOR FOR THE DIRECTORATE FOR MENTAL HEALTH, NAVAL MEDICAL CENTER, PORTSMOUTH, VIRGINIA FROM MAY 2010 TO OCTOBER 2014. PETTY OFFICER COOPER'S INSPIRING LEADERSHIP AND PERSONAL INITIATIVE WERE INSTRUMENTAL IN THE EFFICIENT AND TIMELY CARE OF MORE THAN 25,000 ARMED FORCES AND TRICARE BENEFICIARIES. HE CONTINUALLY EDUCATED PERSONNEL ON THE BENEFITS AND AVAILABILITY OF MENTAL HEALTH AND PATIENT CARE. PETTY OFFICER COOPER'S INITIATIVE AND SELFLESS DEVOTION TO DUTY REFLECTED CREDIT UPON HIM AND WERE IN KEEPING WITH THE HIGHEST TRADITIONS OF THE UNITED STATES NAVAL SERVICE.




MERITORIOUS SERVICE WHILE SERVING AS GENERAL DUTY CORPSMAN, INPATIENT PSYCHIATRY, NAVAL MEDICAL CENTER, PORTSMOUTH, VIRGINIA FROM JULY 2011 TO AUGUST 2013. HM3 TORRES EXPERTLY PERFORMED HER DUTIES AS A PSYCHIATRIC TECHNICIAN. SHE COMPLETED OVER 500 PATIENT ASSESSMENTS, FACILITATED OVER 200 PATIENT COMMUNITY GROUP MEETINGS, AND COORDINATED IN EXCESS OF 210 DAILY MUSTERS AND STAFF ASSIGNMENTS, ALL OF WHICH RESULTED IN A SAFER AND MORE THERAPEUTIC ENVIRONMENT. ADDITIONALLY, AS THE NAVY AND MARINE CORPS RELIEF SOCIETY REPRESENTATIVE FOR THE DIRECTORATE OF MENTAL HEALTH, SHE ENSURED 100 PERCENT CONTACT WITH MORE THAN 66 ENLISTED MEMBERS, ACCUMULATING $3,500 FOR THE NMC PORTSMOUTH VA NAVY AND MARINE CORPS RELIEF SOCIETY DRIVE. PETTY OFFICER TORRES' INITIATIVE AND SELFLESS DEVOTION TO DUTY REFLECTED CREDIT UPON HER AND WERE IN KEEPING WITH THE HIGHEST TRADITIONS OF THE UNITED STATES NAVAL SERVICE.




PROFESSIONAL ACHIEVEMENT WHILE SERVING AS A PSYCHIATRIC TECHNICIAN, MENTAL HEALTH CLINIC, NATO ROLE III, MULTINATIONAL MEDICAL UNIT, KANDAHAR, AFGHANISTAN FROM APRIL 2012 TO AUGUST 2013. PETTY OFFICER WEISSEN PERFORMED HER DUTIES IN AN EXEMPLARY AND HIGHLY PROFESSIONAL MANNER. AS PART OF A MULTISERVICE MENTAL HEALTH TEAM, SHE DEMONSTRATED SUPERB TECHNICAL EXPERTISE IN THE PROVISION OF CARE TO OVER 30,000 COALITION FORCES AND CIVILIANS ASSIGNED TO REGIONAL COMMAND-SOUTH. SHE PROVIDED ADMINISTRATIVE SUPPORT TO FIVE NAVY AND TWO ARMY PROVIDERS ENSURING ALL DAILY CLINIC FUNCTIONS WERE COMPLETED WITH THE UTMOST ACCURACY AND EFFICIENCY AND CONTRIBUTED SIGNIFICANTLY TO THE 90 PERCENT RETURN TO DUTY RATE FOR SERVICE MEMBERS SEEN AT THE MENTAL HEALTH CLINIC. PETTY OFFICER WEISSEN'S INITIATIVE AND SELFLESS DEVOTION TO DUTY REFLECTED CREDIT UPON HER AND WERE KEEPING WITH THE HIGHEST TRADITIONS OF THE UNITED STATES NAVAL SERVICE.




PROFESSIONAL ACHIEVEMENT AS GENERAL DUTY CORPSMAN, SUBSTANCE ABUSE REHABILITATION PROGRAM, DIRECTORATE FOR MENTAL HEALTH SERVICES, NAVAL MEDICAL CENTER, SAN DIEGO, CALIFORNIA ON 23 JULY 2012. HOSPITAL CORPSMAN SECOND CLASS RIVERS WAS A FIRST RESPONDER DURING AN EMERGENCY SITUATION WITH A RESIDENTIAL TREATMENT PATIENT. WHEN APPROACHED BY THE PATIENT, HE SAW THAT THE PATIENT WAS BLEEDING PROFUSELY FROM A DEEP LACERATION ON THE RIGHT FOREARM. HE ASSESSED THE WOUND AND IMMEDIATELY APPLIED DIRECT PRESSURE. HE EXAMINED THE PATIENT FOR FURTHER INJURIES AND KEPT HER STABLE WHILE NOTIFYING 911 AND THE CLINIC'S CRISIS TEAM. HIS TIMELY AND BRAVE ACTIONS SAVED THE MARINE'S LIFE. HOSPITAL CORPSMAN SECOND CLASS RIVERS' EXCEPTIONAL PROFESSIONALISM, UNRELENTING PERSEVERANCE AND LOYAL DEVOTION TO DUTY REFLECTED CREDIT UPON HIM AND WERE IN KEEPING WITH THE HIGHEST TRADITIONS OF THE UNITED STATES NAVAL SERVICE.
