HE DEMONSTRATED EXEMPLARY LEADERSHIP IN THE DAILY MANAGEMENT OF CLINIC OPERATIONS, COMPLETING 1,235 PATIENT ENCOUNTERS, INCLUDING SIX DEPLOYMENTS WITH ZERO NEGATIVE BEHAVIORS OR OUTCOMES. LIEUTENANT KEMPER'S EXCEPTIONAL PROFESSIONALISM, UNRELENTING PRESERVERANCE, AND LOYAL DEVOTION TO DUTY REFLECTED GREAT CREDIT UPON HIM AND WERE IN KEEPING WITH THE HIGHEST TRADITIONS OF THE UNITED STATES NAVAL SERVICE.




MERITORIOUS SERVICE WHILE SERVING AS MEDICAL LEADING PETTY OFFICER FOR INPATIENT PSYCHOLOGICAL/BEHAVIORAL HEALTH UNIT FROM JUNE 2013 TO SEPTEMBER 2015. IN THIS IMPORTANT ASSIGNMENT, PETTY OFFICER MARY SWANSON FUNDAMENTALLY TRANSFORMED THE DATA COLLECTION PROCESS FOR THE PSYCHOLOGICAL SCREENING OF MARSOC CANDIDATES BY TRANSITIONING THE BACKGROUND DATA COLLECTION PACKET TO AN ENTIRELY DIGITAL FORMAT, RECOUPING SIGNIFICANT PRINTING COSTS AND FACILITATING MORE THOROUGH, EFFICIENT, AND TIMELY EVALUATIONS OF POTENTIAL CRITICAL SKILLS OPERATORS. MORE IMPORTANTLY, HER WORK LED DIRECTLY TO THE DEVELOPMENT OF ALGORITHMS THAT CAN BE RELIED UPON TO IDENTIFY HIGH RISK CANDIDATES AND DRAMATICALLY REDUCE ERRORS IN THE EVALUATION PROCESS. HER EFFORTS LED TO BETTER INTEGRATION BETWEEN A&S AND RECRUITING AND HAD A TRANSFORMATIVE IMPACT ON THE NAVY'S PSYCHOLOGICAL SCREENING PROCESS. BY HER UNSWERVING DETERMINATION, WISE JUDGEMENT, AND COMPLETE DEDICATION TO DUTY, PETTY OFFICER SWANSON REFLECTED CREDIT UPON HERSELF AND UPHELD THE HIGHEST TRADITIONS OF THE UNITED STATES NAVAL SERVICE.




PROFESSIONAL ACHIEVEMENT WHILE SERVING AS BEHAVIORAL HEALTH TECHNICIAN FOR JOINT MEDICAL GROUP AT JOINT TASK FORCE, GUANTANAMO BAY, CUBA FROM 10 OCTOBER 2016 TO 13 JULY 2017. DURING THIS PERIOD, CAPTAIN INSANO COORDINATED AND PERFORMED 28 JOINT STRESS AND MITIGATION SHOWS ON RADIO GTMO DISCUSSING AND ELABORATING ON 17 RELEVANT MENTAL HEALTH TOPICS AND EDUCATING SIX THOUSAND BASE WIDE LISTENERS OVER 40 HOURS OF AIR TIME. IN ADDITION, SHE SECURED AND MANAGED TEN THOUSAND DOLLARS WORTH OF COMPUTER EQUIPMENT AND PSYCHOLOGICAL TESTING SOFTWARE AND EQUIPMENT THAT WAS ESSENTIAL IN THE OVERALL JSMART MISSION TO PROVIDE TOP QUALITY OPERATIONAL STRESS MANAGEMENT TO ALL THOSE ENTRUSTED TO HER CARE.
