MERITORIOUS SERVICE AS LEADING CHIEF PETTY OFFICER, ADMINISTRATION DEPARTMENT, FLEET AIR RECONNAISSANCE SQUADRON THREE DETACHMENT TRAVIS AFB, FROM AUGUST 2021 TO SEPTEMBER 2023. DURING THIS PERIOD, CHIEF PETTY OFFICER BLANCHARD PERFORMED HIS DEMANDING DUTIES IN AN EXEMPLARY AND HIGHLY PROFESSIONAL MANNER. HE LED SIX SAILORS IN DAILY OPERATIONS SUPPORTING FLEET AIR RECONNAISSANCE SQUADRON THREE AND SCW-1 REQUIREMENTS. AS PHYSICAL SECURITY OFFICER, HE SERVED AS SUBJECT MATTER EXPERT AT THE ACTIVITY AND FACILITY LEVEL FOR MANAGING AND EXECUTING PHYSICAL SECURITY DUTIES AND RESPONSIBILITIES ACROSS ALL SECURITY DISCIPLINES IN PROTECTION OF CRITICAL DOD ASSETS, RESOURCES, AND PERSONNEL. BY HIS NOTEWORTHY ACCOMPLISHMENTS, PERSEVERANCE, AND DEVOTION TO DUTY, CHIEF PETTY OFFICER BLANCHARD REFLECTED CREDIT UPON HIMSELF AND UPHELD THE HIGHEST TRADITIONS OF THE UNITED STATES NAVAL SERVICE.
PROFESSIONAL ACHIEVEMENT IN THE SUPERIOR PERFORMANCE OF HIS DUTIES WHILE SERVING AS WATCH COMMANDER, SECURITY DEPARTMENT, U.S. NAVAL STATION GUANTANAMO BAY, CUBA FROM FEBRUARY 2018 TO JULY 2021. DURING THIS PERIOD, PETTY OFFICER FIRST CLASS BLANCHARD PERFORMED HIS DEMANDING DUTIES IN AN EXEMPLARY AND HIGHLY PROFESSIONAL MANNER. AS WATCH COMMANDER, HE LED 27 SECURITY PERSONNEL IN THE EXECUTION OF OVER 800 CALLS FOR SERVICE, 20,000 BUILDING CHECKS, 870 RANDOM ANTI-TERRORISM MEASURES, 88 INCIDENT COMPLAINT REPORTS, AND 150 CHECKPOINTS. AS PHYSICAL SECURITY OFFICER, HE WAS RESPONSIBLE FOR 10 MAJOR COMMANDS, ENCOMPASSING 12 MEVAS AND CONDUCTED 36 PHYSICAL SECURITY SURVEYS AND THREAT ASSESSMENTS. PETTY OFFICER BLANCHARD'S EXCEPTIONAL PROFESSIONALISM, UNRELENTING PERSEVERANCE, AND LOYAL DEVOTION TO DUTY REFLECTED CREDIT UPON HIMSELF AND WERE IN KEEPING WITH THE HIGHEST TRADITIONS OF THE UNITED STATES NAVAL SERVICE.
