PETTY OFFICER JULIAN ARROYO'S SUPERIOR MANAGEMENT OF 2.5 MILLION DOLLARS OF SHIP'S STORE STOCK CONTRIBUTED TO SUPPLY DEPARTMENT RECEIVING A 99.4 PERCENT DURING THE 2018 SUPPLY MANAGEMENT INSPECTION WHICH LED TO ACHIEVING FY18/FY19 SHIP'S STORE RETAIL AND SERVICES EXCELLENCE AND "BEST IN CLASS" AWARDS. ADDITIONALLY, HIS DEDICATED EFFORTS WERE INSTRUMENTAL IN SUPPLY DEPARTMENT ACHIEVING A SUPERIOR GRADE OF 97 PERCENT DURING THE COMMAND'S MAINTENANCE, MATERIAL AND MANAGEMENT INSPECTION. DURING THIS PERIOD, CHIEF SUMMER WHEATLY PERFORMED HER DUTIES IN AN EXEMPLARY AND HIGHLY PROFESSIONAL MANNER. SHE CLEARED OVER 250,000 DOLLARS IN UNMATCHED EXPENDITURES WITH DFAS AND LED 83 SAILORS IN PROVIDING WORLD CLASS SERVICE TO MORE THAN 800 PERSONNEL TO INCLUDE TEN FOREIGN NATIONS DURING UNITAS LANT. ADDITIONALLY, AS SECTION LEADER AND REPAIR FOUR LOCKER LEADER, SHE LED 100 SAILORS THROUGH A COMPRESSED BASIC PHASE, RESULTING IN THE SUCCESSFUL COMPLETION OF FPEX, MOD-D, MOB-E AND FINAL BATTLE PROBLEM. MOREOVER, AS SNOOPIE LEAD, HER TEAM EARNED A 95 PERCENT IN THE PRECISE COLLECTION AND PROCESSING OF STILL IMAGE DATA, WHICH CONTRIBUTED TO OPERATIONS DEPARTMENT SUCCESSFUL FLEET SYNTHETIC TRAINING ASSESSMENT. PROFESSIONAL ACHIEVEMENT IN THE SUPERIOR PERFORMANCE OF HIS DUTIES WHILE SERVING AS SHIP'S STORE OPERATOR AND SHIP'S BARBER IN USS MUSTIN (DDG-89) S-3 DIVISION FROM SEPTEMBER 2021 TO OCTOBER 2021. IN THIS IMPORTANT ASSIGNMENT, PETTY OFFICER GEORGE GASTON LED FOUR SAILORS IN THE DAY-TO-DAY OPERATIONS OF S-3 DIVISION. AS A SHIP'S STORE OPERATOR, HE KEPT A FLAWLESS INVENTORY AND RAISED $5,000 IN REVENUE FOR MUSTIN'S RECREATION FUND. IN ADDITION, AS BULK CUSTODIAN, HE RECEIVED AND ISSUED OVER 67,000 DOLLARS IN MERCHANDISE TO SHIP'S STORE AND VENDING RESULTING IN $30,000 IN SALES AND 75 PERCENT STOCK TURN. FURTHERMORE, HE MANAGED THE PROCESSING OF 3,400 POUNDS OF LAUNDRY AND, AS SHIP'S BARBER, PROVIDED 234 PROFESSIONAL HAIRCUTS, MAINTAINING NAVY GROOMING STANDARDS AND EXCEEDING ALL SANITATION REQUIREMENTS. FINALLY, AS DAMAGE CONTROL PETTY OFFICER (DCPO), HE COMPLETED 280 HOURS OF MAINTENANCE, ENSURING DC EQUIPMENT WAS KEPT AT PEAK EFFICIENCY. PETTY OFFICER GASTON'S MANAGERIAL FORESIGHT, PERSONAL INITIATIVE, AND STEADFAST DEVOTION TO DUTY REFLECTED CREDIT UPON HIM AND WERE IN KEEPING WITH THE HIGHEST TRADITIONS OF THE UNITED STATES NAVAL SERVICE.

PETTY OFFICER THIRD CLASS JAVIER IMPLEMENTED KEY CHANGES WHICH INCREASED THE SUPPLY DEPARTMENT'S EFFICIENCY. HE ESTABLISHED WORKING RELATIONSHIPS WITH OTHER DEPARTMENTS AND INCREASED COMMUNICATION AND COORDINATION WITH THEM. THE RESULTING FASTER TURN-AROUND PROCESS FACILITATED THE PROCESSING OF OVER 600K WORTH OF SUPPLIES FROM NMCSD TO DIFFERENT DEPARTMENTS AT NTC ANNUALLY. ADDITIONALLY, HE SAVED THE NAVY OVER $70,000 IN MISSING SUPPLIES AND USED THESE SAVINGS TO SUPPORT OTHER MISSION ESSENTIAL AREAS. FURTHER, SH2 JAVIER IMPLEMENTED NEW PROCESSES FOR BMC SANTEE WHICH ALLOWED HIM TO WORK AT NTC AND PROVIDE THE SAME LEVEL OF SERVICE TO BMC SANTEE 25 MILES AWAY. PETTY OFFICER JAVIER'S EXCEPTIONAL PROFESSIONAL ABILITY, INITIATIVE, AND LOYAL DEDICATION TO DUTY REFLECTED CREDIT UPON HIM AND WERE IN KEEPING WITH THE HIGHEST TRADITIONS OF THE UNITED STATES NAVAL SERVICE.

SH2 COOPER'S DEDICATION AND SUPERIOR KNOWLEDGE LED TO HIM BECOMING THE FIRST NON-RATED MASTER-AT-ARMS TO ACHEIVE THE WATCH COMMANDER QUALIFICATION. AS PATROLS LPO, PETTY OFFICER COOPER LED 13 HIGHLY QUALIFIED CIVILIAN AND MILITARY PERSONNEL THROUGH THE SUCCESSFUL ADMINISTRATION OF OVER 100 ICRS AND RESPONDED TO 255 CALLS FOR SERVICE WITH ZERO DISCREPANCIES. ADDITIONALLY, WHILE DEPLOYED ABOARD USNS COMFORT (T-AH 20) DURING PARTNERSHIP FOR THE AMERICAS AND EXERCISE CONTINUING PROMISE, SH2 COOPER LED 14 PERSONNEL IN PROVIDING SUPPORT TO 7 HOST NATIONS BY ENSURING THE TIMELY PROCESSING OF MORE THAN 70,000 POUNDS OF BULK LAUNDRY AND 10,000 PIECES OF PRESSED LAUNDRY. SH2 COOPER ALSO CONTRIBUTED TO THE SMOOTH ONLOAD OF 100 PALLETS OF SHIP STORE STOCK WHICH LED TO OVER $200,000 BEING TURNED OVER TO THE MORALE, WELFARE AND RECREATION FUND. HIS SUPERIOR MILITARY IMAGE, KNOWLEDGE AND WORK ETHIC LED TO HIS SELECTION AS JUNIOR SAILOR OF THE QUARTER FOR FIRST QUARTER. PERSONNEL. AS A SHIP'S STORE OPERATOR HE KEPT A NEAR FLAWLESS INVENTORY AND RAISED OVER $40,000 IN REVENUE FOR ESSEX'S MORALE, WELFARE AND RECREATION PROGRAM.
