As the Supply Admin Chief, Sergeant Cortez played an instrumental role in overseeing and assisting in the execution of duties for multiple supply functional areas, including requisition management, property management, and fiscal management. Sergeant Cortez successfully managed the Due and Status File (DASF), overseeing 160-plus requisitions with up-to-date acquisition status while maintaining DASF health above 80%. She ensured a streamlined process for procurement of maintenance parts, managing over 2,000 preventative/corrective maintenance and SL-3 parts to meet continuous regimental support. Her intellect and oversight of property management were pivotal in coordinating with 40 Responsible Officers (RO) to conduct a Type 2 authorized allowance for Table of Equipment review. Her diligent processing and implemented controls maximized the accountability of 11,851 pieces of equipment, resulting in CLR-17 becoming the first unit in 1st MLG to receive approval from HQMC in FY22. Sergeant Cortez's consistent oversight and execution led to the successful completion of four quarterly Consolidated Memorandum Receipts (CMRs) for FY21 and FY22 inventories, processing discrepancy letters for 476 transactions. This effort significantly improved the accuracy of reported equipment, enhancing overall accountability covering total assets valued at approximately $68,401,859.84. During Valiant Shield 22, Sergeant Cortez served as the Acting Supply Chief for CLR-17, demonstrating exceptional leadership and contributing to the success of the mission.
MERITORIOUS SERVICE WHILE SERVING AS LOGISTICS CHIEF, U.S. MARINE CORPS FORCES, CENTRAL COORDINATION ELEMENT-AFGHANISTAN, FROM 10 SEPTEMBER 20XX TO 21 JULY 20XX. DURING THIS PERIOD, STAFF SERGEANT RAYMOND. C. RIVERA PERFORMED HIS DUTIES IN AN EXEMPLARY AND HIGHLY PROFESSIONAL MANNER, PROVIDING EXPEDITIOUS LOGISTICAL SUPPORT FOR OVER 17,000 MARINES, 600 INDIVIDUAL AUGMENTS, JOINT FORCES, AND AFGHAN NATIONAL ARMY AND AFGHAN NATIONAL POLICE. HIS ABILITY TO FOSTER WORKING RELATIONSHIPS WITH JOINT COMMANDS SUCH AS TASK FORCE RUSHMORE, THE INTERNATIONAL SECURITY ASSISTANCE FORCE JOINT COMMAND, AND U.S. FORCES AFGHANISTAN GREATLY CONTRIBUTED TO THE SUCCESS OF THE MARCENT COORDINATION ELEMENT IN AFGHANISTAN. HIS LEADERSHIP AND OVERSIGHT OF OVER 188 PERSONAL SECURITY DETACHMENT MISSIONS IN SUPPORT OF GENERAL OFFICERS, DISTINGUISHED VISITORS, AND SENIOR LEVEL OFFICERS AND DIGNITARIES WITHIN THE REGIONAL COMMAND CAPITAL BATTLESPACE WAS PARTICULARLY NOTEWORTHY. STAFF SERGEANT RIVERA'S UNSWERVING DETERMINATION, WISE JUDGMENT, AND COMPLETE DEDICATION TO DUTY, REFLECTED CREDIT UPON HIMSELF AND UPHELD THE HIGHEST TRADITIONS OF THE MARINE CORPS AND THE UNITED STATES NAVAL SERVICE.
Chief Petty Officer Oliva distinguished himself through exceptional meritorious service as Supply Department Leading Chief Petty Officer in USS NICHOLAS (FFG 47) from September 2011 to April 2014. A leader both in the department and on the deckplates, he has guided NICHOLAS through a mulititude of events whose results have underscored his commitment to excellence. Some of those accomplishments include:
-Focused on Readiness. He led his team through countless hours developiong, implementing and overseeing a challenging INSURV inspection resulting in S-2 division receiving a score of 94% and the Supply Department earning 88% in Habitability and an overall score of 93%, ensuring green across the board. His knowledge and passion for excellence resulted in the Supply Department earning 95% on the 3M inspection.
-Versatile Leader. He lead each area of Supply though a rigorous Supply Management Certification, resulting in an overall score of 89%. His remarkable expertise made the food service division a contender for the Ney award, earning an outstanding score of 94.8% in SMC. His exceptional leadership skills, innovative thinking and sheer devotion to duty produced one of the best food service divisions on the waterfront.
-Extraordinary Mentor. He skillfully trained, mentored and developed 17 culinary specialists and food service attendants, propelling five to the next pay grade, one SOQ, two JSOQs, five ESWS, nine NCPACE courses and seven enrolled in USMAP. As a pivotal member of DCTT, successfully trained 210 Sailors in damage control readiness leading to NICHOLAS' overall score of 96% in MOB-D.
-Morale Builder. He revitalized the MWR program into a successful morale raising force, organized steel-beach picnics, arranged tours, and overcame the space limitation issue to make an onboard gym possible. He saved the crew over $6K in discounted tickets.
-Ultimate Strategist. He meticulously managd over $450K in food inventory, keeping a well supplied galley and wardroom though an entire SOUTHCOM deployment. He coordinated eight Brief Stops for Fuel (BSF) subsistence deliveries and four VERTREPS totaling $330K in repair parts, 5000 pounds of mail, $70k of retail store goods and 840 requisitions. His efforts kept NICHOLAS mission ready and crew morale at the highest level.
CSC Oliva is the foundation upon which the Supply Department rests. He leads by example, exhibiting good moral principals, wisdom, and effective management practices. His performance surpasses any other in his rank and seniority which makes him an indispensable asset across the spectrum. His dedication and accomplishments make him unquestionably deserving of the special recognition afforded by the award of the Navy and Marine Corps Commendation Medal.
