Exhibited exceptional leadership as Naval Consolidated Brig Independent Duty Corpsman. Supervised overall prisoner healthcare and distributed 289,578 daily medications and oversaw a team responsible for the health and wellness of 232 staff and 320 prisoners. As acting Command Master Chief for five months, he ensured the well being of 350 individuals in a 400-bed facility. He resolved 53 prisoner medical issues, preventing legal actions. His oversight contributed to a 100% ACA score and the completion of 104 Clinical folders. As a Command Training Team member, enhanced preparedness, reduced prisoner escort missions by 50%, and implemented telehealth services. He ensured facility security and transparent communication, addressing concerns from a team of 22 senior enlisted members. Developed SOPs for diabetes and COVID, optimizing care for over 360 diabetic patients and ensuring a 100% return to duty post-COVID.




LCpl Bell, under the most strenuous circumstance, effectively supervised more than 200 prisoners utilizing the Naval Consolidated Brig Miramar Rules and Regulations to ensure and maintain good order and discipline throughout the facility.
