His team created the first and only Real Time Spectrum Operation curriculum and delivered tailored training to 90 Sailors across 3rd, 5th, and 7th fleets; enhanced the Navy's ability to manage the electromagnetic spectrum. Assigned and de-conflicted over 43,000 frequencies in support of more than 540 real-world operations and exercises, ensuring worldwide interference free operations. Developed 27 OPTASK COMMS ISO OCO planning in C7F AOR ensuring the highest level of readiness for warfighters.
As Course Supervisor for the newly built Electromagnetic Spectrum Operations Coordinator (EMSO) Afloat Course, led two Train-the-Trainer events, identifying several failed course objectives resulting in course being recommended for revision prior to course being piloted. Facilitated a successful pilot course with extensive fleet feedback which resulted in multiple red-lines being completed by GDIT and an overall better product which exceeds fleet requirements. Organized and led a special convene, resulting in the qualification of 11 EMSO Coordinators (EMSOC) and six EMSOC instructors across the Center for Information Warfare Training domain. As JCC/DMR instructor, delivered 2,400 hours of instruction across 16 convenes to 300+ Sailors.
Her leadership and steadfast commitment contributed to the highest standards of mission readiness for spectrum supportibility. She managed the de-confliction and assignment of over 6000 frequencies and 1500 Tactical Air and Navigation channel authorizations, directly contributing to every CTF 80 deployer since 2012. She selflessly devoted 63 hours to facilitate spectrum management for the Information and Communications Manager Courses (ICMC), Communicators Waterfront Conference and Afloat Electromagnetic Spectrum Operations training to Fleet Communication Planners.
As Lead Spectrum Manager, Petty Officer Cooper consistently performed his duties in an exceptionally outstanding manner while providing the Fleet over 4000 interference free frequency assignments for every CTF-80 deployer since 2010. He expertly coordinated with program managers to obtain spectrum certification and frequency allocation to successfully test 36 Unmanned Aerial Vehicles.
