For outstanding performance as Code 300 Undocking and Hot Ops Key Event Manager for USS Charlotte (SSN 766) Engineered Overhaul (EOH) and SurgeMain NAMTS Training Coordinator, Pearl Harbor Naval Shipyard from SEP 2020 to JUN 2021. Employed in an atypical role for a SurgeMain Sailor, EN1 Turner is the only enlisted sailor working in Code 300 alongside 20 senior civilian project managers and coordinates with Pearl Harbor Naval Shipyard & IMF Naval Officers.
EN1 Turner's responsibilities as the USS Charlotte's EOH Undocking and Hot Ops Key Event Manager includes: scheduling jobs and monitoring progress, coordinating all key event space walkthroughs and inspections up to the senior executive (SES) level, leading progress briefings with the ship's force EOH Coordinator and project superintendent bi-weekly, sending discrepancies to the appropriate shops and tracking repair progress.
He reviewed and evaluated over 1000 jobs for proper technical analysis and correct duration to ensure project milestones and key events maintained schedule. This led to having 94.51% Non-Nuke production work complete. He managed over 100 key event meetings leading 15 ship yard zone managers in the continuous review of every TGI required to complete undocking and hot ops of the USS Charlotte. He supervised the completion of a 500+ line item checklist required to be completed and certified by the USS Charlotte CO, project superintendent and docking officer/SUBPACFLT before each undocking and hot ops key event. Completion of pre-requisites ensured readiness and safety of ship's force, shipyard personnel, and safety of the USS Charlotte.
EN1 organized eight key-event walkthrough inspections with shipyard, SUBPACFLT, and ship's force middle and senior management. These inspections resulted in 591 recorded discrepancies that EN1 Turner coordinated with shipyard shops to make necessary repairs that kept project on schedule.
EN1 Turner regularly briefed the project's progress and updates to the project superintendent and the ship's force EOH coordinator. EN1 Turner's ability to learn the shipyard nuclear and non-nuclear key event management processes and his efforts as the USS Charlotte's EOH key event manager for both a nuclear and non-nuclear event maintained projects earned value target at set baseline.
As the SurgeMain PHNSY NAMTS coordinator, EN1 Turner built and organized a training plan that resulted in over 100 mobilized SurgeMain sailors completing NAMTS core fundamentals, over 75 sailors enrolling into NAMTS journeyman level qualifications, and over 20 Sailors completing their journeyman level qualifications.
